Job summary

Hoar Construction seeks a Project Controls Cost Specialist to lead forecasting, cost management, and reporting across multiple project sites. You will support claim analyses, develop WBS/CBS, and manage budgets, forecasts, accruals, and KPIs, while ensuring timely client updates and presentations.

Responsibilities include cost control setup, cash flow projections, invoicing review, and change control, with occasional travel up to 10% to support project sites and client needs.

Qualifications

• Bachelor's degree in Accounting, Finance, Construction Management, Business Administration, Building Science, or related field preferred.
• 3–5 years of project cost controls experience or extensive project management experience on large, complex facility construction.
• Strong technical knowledge in construction contracts and cost management.
• Strong analytical skills for estimate analysis, bid evaluations, budget monitoring, cash flow analysis, risk analysis and benchmarking project costs.

Responsibilities

• Develops and produces weekly, monthly, and special reports for client and PM staff to monitor progress and status.
• Support claims and variance analysis reporting with MS Project, Primavera, and Excel.
• Author/draft reports for clients based on costs, timelines, site inspections, and other information.
• Present findings with client in a clear, logical articulation.
• Develop Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS).
• Manage project cost and timelines including budget, forecast, commitments, accruals, milestones, WBS, and KPIs.
• Provide monthly project status reports (cost, risk, manpower) to communicate financial status across sites.
• Review invoices against contract terms and conditions.
• Manage change control process and update schedule baseline and budget for approved changes.
• Provide cash flow projections and forecasts; compare actuals to forecasts to identify risks.
• Maintain historical cost databases and forecast data; input budgets, commitments, and invoices.
• Coordinate accrual analysis with payment processing teams.
• Support Senior Project Controls Manager with data management for multiple sites.
• Support budget transfers, uncommitted costs, and contingencies reporting.
• Reconcile project cost reporting and perform earned value analyses; use cost-loaded schedules when possible.
• Support planning and execution phases of projects; provide training as needed for project controls.
• Assist in standardizing processes and tools and share knowledge across the organization.
• Promote open communication among all parties to minimize disruptions and delays.
