About this Role:

The Project Controls Analyst – Transmission & Substation Programs will provide project controls and analytical support for complex transmission, substation, and utility capital projects for a major Southern California electric utility. This role will support cost management, scheduling, forecasting, change management, risk, performance measurement, and project reporting. The Project Controls Analyst will work closely with Project Managers, engineering teams, construction personnel, procurement, finance, contractors, consultants, and utility stakeholders to maintain accurate project information and support informed project decision-making. The ideal candidate has experience supporting utility, power, transmission, substation, engineering, construction, or other major capital programs and is comfortable working with complex schedules, budgets, forecasts, project data, financial information, and performance reporting. This position requires on-site presence in Pomona, California on Mondays and Tuesdays, with additional attendance required for site visits, engineering job walks, project meetings, and other project needs.

Key Responsibilities:
Project Controls & Performance Management

Provide project controls support for transmission, substation, and other utility capital projects throughout the project lifecycle. Track project performance against approved scope, schedule, cost, and budget baselines. Analyze project cost and schedule data to identify trends, risks, potential delays, and forecast impacts. Support multiple concurrent projects or workstreams within a large capital improvement or utility program. Validate project data for accuracy, completeness, and consistency across project controls systems and reporting tools. Maintain project controls documentation, logs, reports, financial data, and project records.

Cost Management & Forecasting

Support development, maintenance, and analysis of project budgets, forecasts, commitments, expenditures, and cash flow. Assist with monthly forecasting, variance analysis, accruals, cost trending, and project performance reporting. Work closely with Project Managers to develop accurate Estimate at Completion (EAC), Estimate to Complete (ETC), and overall project forecasts. Support cost tracking and reconciliation activities across project teams and financial systems. Assist with identifying cost variances and evaluating potential impacts to project budgets and forecasts. Coordinate with finance, accounting, procurement, contractors, and project teams to support accurate and timely financial reporting.

Scheduling & Progress Measurement

Support development, maintenance, and analysis of project schedules. Assist with schedule updates, milestone tracking, progress measurement, and schedule performance reporting. Review schedule information to identify potential delays, constraints, trends, and impacts to project delivery. Coordinate with Project Managers, schedulers, engineers, construction teams, and other stakeholders to maintain accurate schedule data. Support the integration of cost, schedule, and progress information for project reporting and forecasting.

Change & Risk Management

Assist with change management activities, including tracking potential changes, approved changes, budget transfers, forecast adjustments, and associated impacts. Maintain change logs and supporting project controls documentation. Support project risk identification, tracking, mitigation planning, and reporting. Analyze potential project changes and risks for impacts to cost, schedule, scope, and project performance. Coordinate with Project Managers and project teams to ensure project changes and risks are accurately reflected in forecasts and reporting.

Reporting & Data Analysis

Prepare project dashboards, reports, presentations, and performance metrics for Project Managers and program leadership. Analyze project cost, schedule, forecast, and performance data and communicate findings clearly to project stakeholders. Develop and maintain recurring project controls reports and management-level reporting. Identify data discrepancies, trends, and emerging project issues requiring additional review. Support project reviews and provide accurate project controls information to help facilitate decision-making.

Project & Stakeholder Coordination

Coordinate with Project Managers, engineering, construction, procurement, finance, accounting, contractors, consultants, and utility stakeholders. Participate in project meetings, engineering job walks, project reviews, and field coordination activities as needed. Support follow-up activities, action items, documentation, and project controls deliverables resulting from project meetings and reviews. Collaborate with technical and non-technical stakeholders to maintain accurate project information and resolve data or reporting issues. Support consistent project controls processes and reporting across multiple projects and workstreams.

Minimum Qualifications
  • Experience in project controls, project coordination, cost control, scheduling, financial analysis, construction management, engineering, or a related discipline.
  • Experience supporting capital, engineering, construction, infrastructure, or utility projects.
  • Understanding of project cost management, forecasting, budgeting, scheduling, variance analysis, and project performance reporting.
  • Strong analytical skills with the ability to interpret complex project, schedule, cost, and financial data.
  • Advanced proficiency with Microsoft Excel and experience preparing project reports, dashboards, presentations, and data analyses.
  • Strong attention to detail with the ability to maintain accurate project records and reporting.
  • Ability to manage multiple priorities, projects, and deadlines in a fast-paced project environment.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively with Project Managers, engineers, construction personnel, contractors, consultants, and client stakeholders.
  • Ability to work on-site in Pomona, California on Mondays and Tuesdays and attend project sites, engineering job walks, project meetings, and other activities as required.
Preferred Qualifications
  • Experience supporting electric utility transmission and/or substation projects.
  • Previous experience working with Southern California Edison (SCE) or another investor-owned electric utility.
  • Experience within transmission, distribution, substation, power delivery, or utility capital programs.
  • Experience with project scheduling software such as Primavera P6.
  • Experience with enterprise financial, cost-management, or project-management systems such as SAP, Oracle, or similar platforms.
  • Experience with cost forecasting, earned value, change management, risk management, and project performance measurement.
  • Experience developing or supporting EAC, ETC, cash flow, accruals, variance analysis, and cost trending.
  • Experience supporting a Project Management Office (PMO) or large capital improvement program.
  • Bachelor’s degree in Engineering, Construction Management, Business, Finance, Project Management, or a related field.
Technical Skills
  • Advanced Microsoft Excel skills for project analysis, forecasting, tracking, and reporting.
  • Experience developing dashboards, project reports, presentations, and performance metrics.
  • Working knowledge of project scheduling tools, preferably Primavera P6.
  • Familiarity with cost-management, financial, ERP, or project-management systems such as SAP, Oracle, or similar platforms.
  • Understanding of project budgeting, forecasting, cost trending, variance analysis, and cash flow.
  • Knowledge of project schedule development, progress measurement, milestone tracking, and schedule performance.
  • Familiarity with change management, risk management, and project performance measurement methodologies.

Working Hours & Location:

Full-time, Exempt. This position follows a hybrid work schedule with required on-site attendance in Pomona, California on Mondays and Tuesdays. Additional field visits, engineering job walks, project meetings, construction coordination activities, and site attendance may be required depending on project needs. Candidates should be comfortable working in both office and active project-site environments and collaborating with engineering, construction, project management, project controls, contractors, consultants, and utility stakeholders.

Compensation Range:

$94,000–$110,000 annually and yearly end bonus Actual compensation may vary based on factors including experience, qualifications, education, certifications, technical expertise, and other job-related considerations.
