Job description

The Community College of Baltimore County is seeking a Programmer Analyst to join our Enterprise Applications team as a technical leader in enterprise software development. This position offers an exciting opportunity to design, develop, implement test, and maintain enterprise applications that support students, faculty, and staff. In this role, you will lead complex software development initiatives, develop system integrations and enterprise reporting solutions, and collaborate with functional and technical partners to deliver scalable, reliable applications within the Ellucian Banner ERP environment. Using SQL, PL/SQL, T-SQL, Java, JavaScript, and HTML, you will help modernize business processes, enhance system performance, and build technology solutions that support data-informed decision-making across the College.

CCBC offers two Programmer Analyst levels, each with distinct responsibilities and qualification requirements. Detailed position descriptions and minimum qualifications for each level are provided below.

Programmer Analyst I - $78,839-$130,309
  • Bachelor’s degree in information technology or a related field required.
  • A minimum of 8 years of information technology experience in supporting enterprise administrative applications required.
  • Must achieve a passing score on a programming assessment required covering job specific languages technologies such as Java, JavaScript, Linux Shell Scripting, TSQL, PL/SQL.
  • Placement at the Programmer/Analyst I level requires completion of at least three relevant technical certifications: two certifications designated for the Programmer/Analyst I level and one from the next lower level in the College’s Programmer Certification Matrix. Higher-level or equivalent industry-recognized IT certifications may be accepted when they align with the position’s responsibilities. The certification matrix is subject to annual updates.
Programmer Analyst II - $87,514-$144,647
  • Bachelor’s degree in information technology or a related field required.
  • A minimum of12 years of relevant information technology experience supporting enterprise administrative applications and business process analysis required.
  • Must achieve a passing score on programming assessment for required covering job specific technologies such as Java, JavaScript, Linux Shell Scripting, TSQL, PL/SQL.
  • Placement at the Programmer/Analyst II level requires completion of at least three relevant technical certifications: two certifications designated for the Programmer/Analyst II level and one from the next lower level in the College’s Programmer Certification Matrix. Higher-level or equivalent industry-recognized IT certifications may be accepted when they align with the position’s responsibilities. The certification matrix is subject to annual updates.

Mandatory Banner Module Training is required for All New Hires regardless of placement level. All new hires must complete the assigned Banner module curriculum and assessment within six months of their start date. Successful completion is required for continued employment and is a condition of hire.

Promotion and placement within the Programmer career ladder are guided by the most current College’s Programmer Certification Matrix. This matrix outlines recognized certifications and relevant experience benchmarks that support advancement through the Programmer I, Programmer II, Programmer-Analyst I, and Programmer-Analyst II roles. Candidates are encouraged to pursue certifications aligned with their current role and career goals. Certification status will be considered in hiring, promotion, and professional development decisions.

Programmer Analyst I
  1. Analyze and translate business requirements into technical specifications, ensuring alignment with institutional goals and operational needs.
  2. Design, develop, and maintain enterprise applications using programming and scripting languages, with a focus on performance, scalability, and maintainability.
  3. Conduct business process reviews across administrative domains such as admissions, registration, finance, HR, and financial aid, identifying opportunities for automation and optimization.
  4. Collaborate with stakeholders and cross-functional teams to implement integrated solutions that support enterprise-wide workflows and data integrity.
  5. Perform debugging, testing, and configuration of applications, ensuring reliability and compliance with institutional standards.
  6. Produce and maintain technical documentation including process flows, data models, and technical specifications to support ongoing development and knowledge transfer.
  7. Provide Tier III support for enterprise systems, resolving escalated issues and coordinating with IT support teams to ensure timely resolution.
  8. Contribute to the development and enforcement of coding standards, best practices, and quality assurance protocols within the development team.
Programmer Analyst II
  1. Leading complex programming and systems integration efforts across enterprise platforms.
  2. Conducting in-depth business analysis to identify, design, and implement solutions that improve operational efficiency and data integrity.
  3. Diagnosing and resolving advanced technical issues, ensuring system reliability and performance.
  4. Collaborating with stakeholders and cross-functional teams to define requirements, develop project plans, and deliver high-impact solutions.
  5. Mentoring staff and contributing to the development of best practices, standards, and documentation.
  6. Evaluating emerging technologies and recommending enhancements to existing systems and processes.
  7. Perform advanced coding, debugging, testing, configuration, and analysis to develop or modify application programs.
  8. Conduct detailed analysis of functional and technical requirements to create specifications.
  9. Utilize programming, scripting, or database languages to produce efficient code.
  10. Provide Tier III support for implementing, enhancing, integrating, and maintaining applications.
  11. Produce and maintain technical documentation including process flows, data models, and technical specifications to support ongoing development and knowledge transfer.
