Yakshna Solutions, Inc. is seeking a Programmer Analyst 3 to join the Virginia Department of Health, Office of Information Management, to drive data modernization of vital statistics projects. The role focuses on Oracle APEX page creation, security hardening, and modern UI improvements within VVESTS.

The position supports Oracle 11g/18c/19c environments with RESTful and SOAP services; the work is hybrid in Richmond, VA, with full-time, contract status and competitive benefits.

Qualifications

• 5 years of experience with Oracle 11g/18c/19c databases; strong SQL/PLSQL and Oracle APEX.
• 1 year experience with Oracle PL/SQL Web Toolkit; RESTful and SOAP Web Services desired.

Responsibilities

• Develop and enhance VVESTS using Oracle APEX, creating new pages and components.
• Strengthen security controls, improve user experience, and ensure long-term VVESTS sustainability.

Overview

YSI is seeking a Programmer Analyst 3 to work as part of the Virginia Department of Health, Office of Information Management (OIM) team and plan, coordinate, develop, implement data modernization of vital statistics and vital records related projects.

Virginia Vital Events and Screening Tracking System (VVESTS) is developed in Oracle Application Express (APEX), a secure, low‑code development platform used to build scalable enterprise applications. VVESTS supports mission‑critical functions for the Virginia Department of Health, including the Birth Registry, Death Registry (EDRS), and Screening Registry. The system also integrates with multiple state partners such as LVA, DSS, DMV, and DCLS, as well as federal agencies including SSA, CDC, NCHS, and NAPHSIS.

This position is for Oracle APEX development to implement new enhancements that support the data modernization of vital records and vital statistics projects. The effort will focus on creating new Oracle APEX pages and application components, strengthening security controls, improving the user experience through modern UI capabilities, and ensuring the long‑term sustainability of the VVESTS platform.

Required Skills and Experience

• 5 years of experience in Oracle 11g/18c/19c database, Strong sql and pl/sql experience, Javascript OR Jquery, and Oracle APEX
• 1 year of experience in Oracle PL/SQL web toolkit and RESTful and SOAP Webservices (Not required but desired)
