City of Sacramento seeks an experienced Emergency Management Coordinator (EMC) to lead all-hazard training, exercises, and community resource management. The role collaborates with federal, state, and local agencies and coordinates activities within the City’s EOC/COC for rapid response.
The ideal candidate will manage inter-agency communication, demonstrate calm situational awareness, and drive organizational resiliency across teams and stakeholders.
With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
The Program Specialist position, which operates under the working title of Emergency Management Coordinator (EMC), is part of the City’s Office of Emergency Management. This position is responsible for executing all-hazard training, exercises, and community resource management, while implementing comprehensive emergency preparedness strategies aimed at enhancing public awareness and building a more resilient community. This position requires collaboration with federal, state, and local agencies involved in emergency management planning and response, as well as coordination of activities within the City's Command Operations Center/Emergency Operations Center. Additionally, this position requires proficiency in systems that promote inter‑agency communication, professional and calm situational awareness, and a unified operational approach. The EMC role will have a flexible work schedule to meet the needs of the City during all hazards in fast‑paced and demanding situations. The ideal candidate will possess strong briefing skills and be capable of delivering clear, concise, and actionable information to public safety personnel, disaster service worker officials, the public, and/or volunteers during both training exercises and actual emergency responses. As an experienced and engaged problem‑solver, the ideal candidate will collaborate with teams of various sizes and consistently demonstrate and foster resiliency, intensity, influence, ethics, commitment, interpersonal leadership, and craftsmanship. The ideal candidate will be a proven professional with strong communication skills, organizational agility, and the ability to skillfully build and maintain strong relationships with a wide variety of stakeholders including executive City leaders, other government agencies, and non‑government organizations.
As an experienced professional, the ideal candidate will also be committed to modern performance practices, embracing emerging technology, and be adaptable at preparing for and responding to all hazards with innovative perseverance. Familiarity with mass notification systems and auxiliary communication services is highly desirable. Completion of relevant state and federal coursework in disaster preparedness, response, and recovery is also desirable.
Under general direction the Program Specialist plans, directs, and supervises all of the activities of a major department or Citywide program or project with moderate visibility and impact; conducts studies and makes recommendations; monitors program compliance; represents the department in contacts with media, internal and external agencies, and organizations.
This advanced journey level class in the professional series is populated with multiple incumbents. The Program Specialist is distinguished from the next lower class of Program Analyst in that the Program Specialist manages multiple programs or moderately visible programs with greater department or Citywide impact. This class is distinguished from the next higher classification of Program Manager in that the Manager is responsible for administration and management of programs and projects with high visibility and substantial Citywide impact. This class is distinguished from the class of Administrative Officer in that the latter is responsible for all internal administrative functions for a department.
General direction is provided by a department or division head. Some assignments require responsibility for direct or indirect supervision of lower level professional, technical, and clerical personnel. Some positions function as internal consultants and require coordination among multiple divisions in a department.
Four years of progressively responsible professional‑level administrative experience.
A Bachelor’s Degree from an accredited four‑year college or university with major coursework in business or public administration or a closely related field.
Note: It is highly desirable the required years of professional‑level experience be attained in a governmental jurisdiction.
Additional qualifying experience may substitute for the required education on a year for year basis.
