Job summary

IAP World Services, an Intrepid Global Solutions company, seeks a Program Security Manager to lead the security program for the intelligence contract, ensuring compliance with security directives across the program.

The ideal candidate holds a Top Secret/Sensitive Compartmented Information clearance with Full Scope Poly, a Bachelor’s in Security Management, and 12+ years of experience, plus SFPC and ICAMS PACS certifications.

Qualifications

  • Bachelor’s degree in Security Management or equivalent certifications.
  • 12 years of related experience or 16 years with no degree.
  • SFPC certification and ICAMS PACS CSEIP certification preferred.

Responsibilities

  • Security management and oversight of classified projects per IC directives.
  • Develops and monitors security policies and procedures to safeguard information.
  • Manages personnel security processing and access control procedures.
  • Maintains personnel security clearance records and processes clearance requests.
  • Coordinates with US government Security Representatives and advises on security regulations.
  • Leads Insider Threat Program development and training initiatives.
  • Ensures contract security compliance and provides guidance to subcontractors.
  • Conducts OPSEC briefings and maintains security documentation.
  • Coordinates document control and handling of sensitive materials.

IAP World Services , an Intrepid Global Solutions company, is a recognized leader in Facilities Management and Operations in support of Defense, Intelligence, and National Security missions


Under a major Intelligence Community contract, IAP operates and maintains facilities, systems, and associated grounds across Virginia and Maryland. Services provided include comprehensive facility operations; project management for renovations, minor construction, and major equipment repairs; engineering, construction, and operations support; custodial and grounds maintenance services; environmental, safety, and occupational health support; food services; motor pool and logistics operations; and physical and technical security services.


As the Program Security Manager , you will be responsible for management and implementation of the overarching security program, as well as oversight of security requirements across the intelligence program.


ESSENTIAL JOB FUNCTIONS:


  • Security management and oversight of classified projects in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program as appropriate.

  • As member of corporate industrial security team, creates, executes and monitors security policies and procedures to safeguard national security information, processes and products.

  • Develops and implements procedures relating to personnel security processing, as well as access control procedures, visitor access certifications and badging.

  • Maintains personnel security clearance records for employees and consultants working with available USG databases, such as Scattered Castles, Defense Information System for Security (DISS), and National Background Investigation Service as required;

  • Processes employee security clearance and access requests with clients;
    Assists personnel in preparing and submitting security processing (SF86) paperwork;

  • Principal point of contact to US government Security Representatives for the full range of security issues;

  • Advises project management of Federal security regulations and procedures;
    Manages the Security Education Training and Awareness Program: develop and implement an Insider Threat Program, conduct indoctrinations, debriefings, annual refresher training, foreign travel, cyber security and special access briefings.

  • Works with Contracts and Operations to ensure compliance with contract / subcontract security requirements. Issues classification guidance to subcontractors;

  • Serves as Facility’s Insider Threat Program Senior Official and conducts monthly reviews of actions with Insider Threat Committee members; also responsible for certifications of Insider Threat Program with DoD and IC Clients
    Prepares and implements operations security (OPSEC) briefings and awareness programs;

  • Maintains security documentation and files in accordance with Client requirements;
    Conducts security incident investigations, coordinates findings with the Client point of contact, makes recommendations on corrective actions with concurrence of corporate FSO.

  • Manages document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging. Issues courier authorizations.


EDUCATION & EXPERIENCE:


  • Bachelor’s degree in Security Management, or equivalent certifications in Information Technology and/or Management disciplines

  • 12 years of work-related experience or combination of education and directly related experience equal to 16 years if non-degreed

  • DCSA Certification such as Security Fundamentals Professional Certification (SFPC) from the Center of Security Excellence (CDSE); and acertified System Engineer ICAMS PACS (CSEIP) Certification


KNOWLEDGE & SKILLS:


  • Experience with Industrial Security inspections and compliance.

  • A working knowledge of technical and information security programs is a plus
