Job summary

The Hawaii State Department of Education is seeking a Program Specialist IV to lead program analysis, policy development, and evaluation activities. The role involves coordinating with internal teams and external partners to improve after-school and K-12 programs and ensure alignment with statewide goals.

You will conduct research on regulations, prepare budget requests, advise on legislative proposals, and help implement strategic plans.

Qualifications

• Bachelor's degree from an accredited college or university.
• 2-1/2 years total experience required.
• Specialized experience per the specification.
• Quality of experience must demonstrate responsibility level.

Responsibilities

• Conducts studies and analyses of programs, their operations and activities.
• Research changes in State and federal laws, rules and regulations, community concerns, etc.
• Develops and interprets new or revised program policies, procedures, rules and regulations, program standards, etc.
• Serves as liaison and provides consultation to committees, other agencies and community groups and organizations concerned with the agency's program.
• Assists in locating funds and other resources from State, federal, County and private agencies to support program activities and functions.
• Develops and monitors contracts and grants.
• Monitors and evaluates program operations and activities to insure program objectives meet State and federal requirements.
• Develops and implements corrective action plans to address program deficiencies.
• Develops training programs to implement new or revised program policies, procedures, activities, functions, etc.
• Assists in the preparation of the agency’s State plan.
• Develops legislative proposals and testimonies.
• May speak before groups to promote or provide information or coordinate program activities and objectives.
• Assists in the development and justification of budget requests.
• Provides technical assistance, consultation and interpretation of the program rules and procedures to agency staff, other public, private and community agencies.
• Develops and coordinates implementation plans for specific program areas.
• Advises and explains program requirements to data processing personnel.
