Job summary

SHR Consulting Group LLC, headquartered in Alexandria, VA, seeks an experienced Program Manager – Program Operations to lead the employees we place on subcontracts and own those subcontract relationships. This is a people-first role, blending staff leadership with contract management and frequent collaboration with prime contractors and CORs.

Qualifications

• 7+ years of federal government contracting experience.
• At least 3 years leading or supporting staff on government contracts.
• Experience as onsite Program Manager for a federal customer.
• Knowledge of FAR/DFARS and subcontract administration.
• Experience negotiating subcontract terms and labor rates.
• Strong communication with KOs, CORs, and prime contractor staff.
• Bachelor’s degree; PMP certification preferred.

Responsibilities

• Lead personnel management and employee engagement for staff on subcontracts.
• Forecast staffing needs and partner with recruiting for timely fills.
• Negotiate subcontract terms, conditions, and labor rates with primes and partners.
• Maintain contract compliance, billing accuracy, and risk management.
• Pursue organic growth and expand workloads with existing customers.
