Prescient Edge is seeking a senior Program Manager for NCR/DC operations. The role administers contract tasks, ensures schedules, manages costs, and coordinates with the COR to address risks.

Requirements include a TS/SCI with CI POLY or the ability to obtain, a bachelor’s degree in a related field, and at least 12 years in the labor category with recent work in the last 2 years. Location: NCR Area, Washington, DC.

• Manage project operations to ensure production schedules are met and resources are utilized effectively.
• Have full authority to act for the Contractor on all contract matters daily.
• Implement the Program Management Plan.
• Ensure all security requirements and governance guidelines are met.
• Manage and monitor cost, schedule, technical performance, staffing, materials, security, deliverables, quality, and milestones.
• Collect, analyze, and maintain task performance metrics for all activities.
• Participate in monthly PMRs and provide CSRs to Government.
• Coordinate with the COR daily to address risks and mitigation ideas.
• Recruit and retain personnel with required qualifications and security clearances.
• Submit Non-Disclosure Agreements to the COR before personnel begin work.

• Have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
• Implement the proposed Program Management Plan.
• Ensure all security requirements and governance guidelines are met in accordance with the DD254 and PWS.
• Manage and monitor project cost, schedule, technical performance, staffing, materials, security, deliverables, quality, and metric objectives and milestones of contract.
• Collect, analyze, and maintain task performance metrics that measure the execution of all business and operational activities.
• Participate in monthly Program Management Reviews (PMRs); and provide the Government with monthly Contract Status Reports (CSRs).
• Coordinate, collaborate, and communicate with the COR daily (verbally and in electronic communications) to address potential problems, issues, and/or risks that may adversely affect the mission and completion of contract task activities and deliverables; and suggest mitigations.
• Recruit and retain the required mix of personnel with the expertise, experience, and other appropriate qualifications (e.g., required security clearances) to perform the duties and responsibilities described in this PWS.
• Submit Non-Disclosure Agreements to the COR prior to personnel beginning work on the contract.
• At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years. Desired education:
• Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
• An additional 4 years of experience in the specific labor category, for a total of 12 years of experience in the specific labor category, may be substituted for a bachelor’s degree.
• Security clearance required TS/SCI with CI POLY or the ability to obtain CI POLY.
