The ideal candidate has 10+ years in federal/military contexts, a TS clearance, and a bachelor's degree in a related field.

Qualifications

• 10+ years of progressively responsible experience in Federal/DoD/NGB/military operations or related mission environments.
• Bachelor's degree in a related field (Business Administration, Public Administration, Program Management, Emergency Management, National Security).
• Active Top Secret clearance required.

Responsibilities

• Serve as primary GTech management point of contact for NGB/customer leadership.
• Provide leadership and oversight for personnel supporting multiple NGB DOMOPS mission areas.
• Manage staffing, performance, schedules, deliverables, quality, risks, and emerging priorities.
• Maintain staffing for 24/7 operations and time-sensitive requirements.
• Lead workforce planning, onboarding, transitions, retention, and backfill of vacancies.
• Ensure team members maintain required clearances, training, and qualifications.
• Oversee program reports, status updates, and customer deliverables.
• Coordinate support for exercises, events, and emergency response activities.

Graham Technologies is seeking an experienced Program Manager to lead a multidisciplinary team supporting the National Guard Bureau (NGB) Domestic Operations (DOMOPS) mission. The Program Manager will provide overall program leadership, workforce coordination, quality oversight, and customer engagement while ensuring successful delivery of operational, analytical, planning, and program support activities. Location: Arlington, VA - On-site Key Responsibilities:

• Serve as the primary GTech management point of contact for NGB/customer leadership
• Provide leadership and oversight for personnel supporting multiple NGB DOMOPS mission areas
• Manage staffing, performance, schedules, deliverables, quality, risks, and emerging priorities
• Maintain appropriate staffing and coverage for mission requirements, including teams supporting continuous and 24/7 operations
• Lead workforce planning, onboarding, transitions, retention, and timely backfill of vacancies
• Ensure team members maintain required clearances, access, training, certifications, and position-specific qualifications
• Oversee program reports, status updates, staffing information, performance metrics, and customer deliverables
• Coordinate support for exercises, special events, emergency response activities, and other time-sensitive NGB requirements
• Maintain close coordination with GTech leadership regarding program performance, workforce needs, risks, and customer priorities Required Skills: Experience:
• 10+ years of progressively responsible experience supporting Federal, DoD, National Guard, military operations, emergency management, program management, or a related mission environment
• Demonstrated experience leading multidisciplinary teams and managing staffing, performance, quality, and customer engagement Education:
• Bachelor's degree in Business Administration, Public Administration, Program Management, Emergency Management, National Security, or a related field Clearance:
• Active Top Secret clearance Skills:
• Strong program management, leadership, risk management, problem-solving, and executive communication skills
• Experience working directly with Government and senior military or civilian leadership Desired Skills: Experience:
• National Guard Bureau, National Guard, DOMOPS, DSCA, NORTHCOM, or Joint/Interagency experience
• Experience leading personnel supporting a 24/7 operations center, watch floor, or emergency-response environment Certifications / Tools:
