Job summary

INTELITEAMS in Washington, DC seeks a Program Manager / Senior Policy Lead (Key Personnel) to direct a fast-turnaround DOT DCIITP task order. The role requires leading an enterprise baseline across 11 OAs, drafting CONOPS and governance policies, and guiding cross-functional risk governance boards.

The candidate will ensure unified intake and escalation protocols, maintain CI policy development expertise for a high-visibility program with TS/SCI clearance.

Qualifications

• Active TS/SCI clearance required.
• Must hold at least one of the following active certifications: ITPM/ITPSO or PMP.
• Experience: 8+ years in Counterintelligence, Insider Threat, or CI policy development.

Responsibilities

• Lead an enterprise baseline assessment across 11 Operating Administrations.
• Draft modernized CONOPS and governance policies (updating DOT Order 1642.1A).
• Lead cross-functional risk management governance boards to establish unified intake and escalation protocols.
