INTELITEAMS is seeking an immediate Program Manager / Senior Policy Lead (Key Personnel) to lead a fast-turnaround Department of Transportation (DOT) Defensive Counterintelligence and Insider Threat Program (DCIITP) task order.

Role Overview:

The PM will lead an enterprise baseline assessment across 11 Operating Administrations (OAs), draft modernized CONOPS and governance policies (updating DOT Order 1642.1A), and lead cross-functional risk management governance boards to establish unified intake and escalation protocols.

Mandatory Requirements (Non-Negotiable):

Clearance: Active, adjudicated Top Secret / SCI (TS/SCI) clearance at time of application. (Collateral TS or SCI-eligible candidates cannot be considered for this Key Personnel slot).

Certifications: Must hold at least ONE of the following active certifications:

• Certified Insider Threat Program Manager (ITPM) or ITPSO equivalent
• Project Management Professional (PMP)
• Experience: 8+ years in Counterintelligence (CI), Insider Threat operations, or CI policy development.

Preferred Qualifications:

• Experience in multi-component federal agencies or enterprise governance stand-ups.
• Familiarity with NIST SP 800-171, FISMA controls, and modern threat vectors (remote work, cloud exfiltration, AI risk).
