Job summary

The Southeastern Pennsylvania Transportation Authority (SEPTA) is hiring a Program Manager, Safety and Security Certification (SSC). This role leads SEPTA’s SSC program, coordinating across departments and regulators to ensure compliance for capital projects.

Qualifications

• Bachelor’s Degree (or higher) in Engineering or related field with 5–7 years of related experience.
• Equivalent combo of education and experience considered.
• Strong interpersonal and communication skills required.
• Strong analytical and problem-solving abilities.
• Proficient with computer applications; valid driver’s license.
• Prior transit safety and security certification experience preferred.

Responsibilities

• Lead and program-manage the SSC program and maintain relevant plans and procedures.
• Monitor active capital projects and coordinate SSC requirements with committees.
• Ensure Safety Risk Management processes are applied to projects.
• Define SSC applicability and scope for each project.
• Report progress and risks to the Safety and Security Review Committee.
• Lead project-level SSC committees and coordinate with PMs, consultants, and contractors.
• Oversee SSC scheduling, documentation, and stakeholder coordination.
• Ensure SSC requirements across SEPTA divisions; support training.
• Liaise with FTA, FRA, and PennDOT SSOA on SSC matters.
• Maintain records: SSCPs, SSMPs, CELs, PHAs, TVAs, CILs, OHAs, ORCCs, COCs, SSCVRs.
• Perform duties 24/7 as required.
