Job description

The Primavera Foundation is co-creating pathways out of poverty through housing, workforce development, homeownership and financial education, and community building and engagement.

The Rapid Rehousing Program aims to help individuals and families experiencing homelessness move as quickly as possible into permanent housing and, through resource referrals and individualized service planning, help them achieve stability in that housing. This is done through a combination of rental assistance, supportive services, and ongoing case management.

Program Manager provides leadership, development, coordination, program oversight, quality assurance, and evaluation of the Rapid Rehousing program. The successful candidate will be a culturally-sensitive social services professional who has a positive influence on others, thrives on successfully facilitating processes, works at a faster-than-average pace, is extremely disciplined, detail-oriented, and results-oriented, sets high standards for self and others, and demonstrates top-notch planning, teamwork, and coaching skills.

DUTIES AND RESPONSIBILITIES (Work assignments may vary depending on the department’s needs and will be communicated to the applicant or incumbent by leadership):
  • Hire, supervise, and evaluate program staff. Provide guidance and mentorship to ensure staff have the resources and information to be successful, and conduct 1:1 meetings with direct reports.
  • Review and evaluate departmental activities, progress, and capacity on a regular basis. Implement changes as needed for increased effectiveness, ensuring the program and services produce added value to the community and Primavera.
  • Establish and maintain collaborative working relationships with other Primavera programs and outside agencies, with an intentional focus on landlord and property management engagement.
  • Participate in community Continuum of Care and Coordinated Entry functions as assigned.
  • Ensure the program serves eligible participants, adhering to HUD documentation and record-keeping guidelines, and maintain program compliance with HUD regulations at all times.
  • Conduct monthly audits of program participant files, maintaining 95% compliance.
  • Facilitate tracking for the program as assigned with 100% accuracy, and conduct monthly reconciliation and reporting to funders as applicable.
  • Maintain 100% accuracy in financial processes such as adhering to eligible costs per HUD regulations, internal expenditure workflows, etc.
  • Update and maintain program support materials such as forms, electronic files, etc.
  • Ensure confidentiality standards are upheld for all program participants.
  • M aintain statistical data as required by grant funding sources.
  • Participate in trainings, team meetings, and other organizational events as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to organize and prioritize work, perform multiple tasks, meet deadlines, and coordinate work efforts with other staff members.
  • Ability to plan, prepare, project-manage, and successfully carry out assigned projects and administrative functions.
  • Ability to think strategically, set a positive tone, and make appropriate management-level decisions with minimal supervision.
  • Proficiency with office software programs, including Outlook, database, spreadsheet, and other business applications.
  • Demonstrate effective leadership qualities and skills, including motivation and empowerment of staff, productive problem-solving, conflict management, performance management, and the ability to create and maintain positive organizational culture and a productive work environment.
  • Highly effective verbal and written communication skills.
  • Ability to work with diverse cultural backgrounds, people of diverse socio-economic statuses including those experiencing homelessness, and with other marginalized and vulnerable populations.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Social Service or related human services field.
  • Two years of progressively responsible leadership and management experience in the nonprofit or for-profit sectors. (A combination of education and experience may be accepted in lieu of degree)
  • Two years of experience working with people experiencing mental health, substance use, and/or housing insecurities, other trauma-related work experience, or direct service.
  • One year of fiscal cycle grant and contract management
  • Knowledge of Rapid Re-Housing (RRH) programs and/or previous experience working within a housing program.
  • Computer proficiency with Microsoft Windows: Outlook, Word, Excel, PowerPoint; the internet, and a minimum of 2 years’ experience using a database to maintain client data.
  • First Aid/CPR certification or ability to obtain within 90 days.
  • Level one fingerprint clearance card from the State of Arizona or ability to obtain within 6 months.
  • Reliable transportation, a valid driver’s license, a clean driving record, and proof of current registration and insurance coverage to attend off-site meetings and travel between locations.
PREFERRED QUALIFICATIONS
  • Four years of progressively responsible leadership experience working with not-for-profit community-based organizations/programs focused on affordable housing, community development, serving people experiencing homelessness and/or those living in poverty.
PHYSICAL ENVIRONMENT/CONDITIONS
  • Ability to work in a busy environment with moderate noise level.
  • Ability to work at a desk workstation and throughout common areas and in the community, standing, bending, stooping, climbing, and ability to lift and carry up to 40 pounds.
  • Ability to travel to and from several sites throughout the week.
  • Visual acuity/hand dexterity to discern data and information to work with complex data, reports, and affiliated programs.
