Established in 1960, Tri-City Mental HealthAuthority (TCMHA) was conceptualized as a comprehensive mental health service provider, dedicated to helping families and individuals of all ages reach their full potential. Through close and dedicated collaboration with the community it serves, TCMHA has successfully created an integrated system of care that ensures access and enhances mental and emotional health. Available services include but are not limited to psychotherapy, clinical case management, medication support, peer-to-peer support, psychoeducation, linkage and referral, vocational training and support, socialization activities, and community outreach.

Tri-City Mental Health Authority is currently hiring to fill a vacancy for the position of Program Manager - Quality Improvementfor our Quality, Compliance, andHealth Information (QCH)department.

The Program Manager – Quality Improvement position plans, organizes, directs, and manages the Authority’s Quality Improvement Program to support continuous organizational improvement through performance measurement, quality management, data governance, and organizational analytics. This includes leading the development, implementation, monitoring, and evaluation of quality improvement initiatives designed to improve organizational performance, regulatory compliance, operational effectiveness, and client outcomes.

Under general supervision and direction, this position reports to the Chief Compliance Officer and exercises direct supervision over supervisory, professional, and technical staff through subordinate levels of supervision, including the Data Supervisor and assigned Quality Improvement personnel.

EXAMPLES OF ESSENTIAL DUTIES: Essential duties include, but are not limited to, the following:

  • Plan, organize, direct, and evaluate the Authority's Quality Improvement Program, including the development and implementation of organization-wide quality improvement strategies, initiatives, and work plans.
  • Provide strategic leadership for quality management, performance improvement, and continuous quality improvement initiatives that support the Authority's mission, strategic goals, and regulatory requirements.
  • Establish and oversee systems for organizational performance measurement, quality monitoring, program evaluation, and continuous improvement.
  • Analyze organizational performance data, identify trends, risks, opportunities, and performance gaps, and develop recommendations to improve quality, efficiency, and client outcomes.
  • Direct the development and oversight of organizational performance measures, executive dashboards, reporting systems, and data governance processes to support informed decision-making.
  • Provide executive oversight of quality improvement components of the Electronic Health Record and other quality management systems; collaborate with Information Technology and operational leadership to enhance data integrity, reporting capabilities, and system performance.
  • Direct and evaluate organization-wide quality improvement projects and monitor implementation of approved improvement initiatives.
  • Ensure compliance with applicable quality improvement reporting requirements, accreditation standards, and regulatory expectations related to the assigned area of responsibility.
  • Serve as a strategic consultant to executive leadership on quality improvement methodologies, organizational performance, evidence-based practices, and emerging industry trends.
  • Collaborate with agency leadership, governmental agencies, community partners, and other stakeholders to advance organizational quality improvement initiatives and represent the Authority on assigned committees and workgroups.
  • Select, supervise, develop, and evaluate assigned supervisory, professional, and technical staff; perform the full range of supervisory responsibilities, including workforce planning, performance management, coaching, employee development, and corrective action.
  • Foster a healthy, safe, and collaborative work environment while ensuring compliance with applicable Authority policies, procedures, and safety requirements.

EDUCATION AND EXPERIENCE:

Education:
Equivalent to a master's degree from an accredited college or university in Public Health, Health Administration, Healthcare Administration, Public Administration, Business Administration, Health Informatics, Data Analytics, Statistics, Organizational Leadership, Behavioral Health Administration, Human Services, or a closely related field.


Experience:
Five (5) years of progressively responsible professional experience in quality improvement, performance improvement, healthcare quality, organizational performance management, data analytics, healthcare administration, behavioral health administration, or a closely related field, including responsibility for leading organization-wide quality improvement initiatives, performance measurement, and regulatory reporting.


Four (4) years of progressively responsible supervisory or management experience, including supervision of professional staff and, preferably, experience supervising through subordinate supervisors. Qualifying experience should include workforce planning, work assignment, performance evaluation, recruitment and selection, employee development, performance management, and corrective or disciplinary actions.

Preferred:

  • Certified Professional in Healthcare Quality (CPHQ)
  • Lean Six Sigma Green Belt or Black Belt
  • Certified Professional in Healthcare Information and Management Systems (CPHIMS)
  • Project Management Professional (PMP)


Possession of these certifications is desirable but not required.

Licenses and Certifications:

  • Possession of a valid California Driver License, a satisfactory driving record, and valid insurance, if required for assigned duties.

Sign-on Bonuses:$2500 for eligible positions.

Merit Salary Increases:Annually based on performance, budget availability, and supervisor approval.

CalPERS Pension:2% @ 55 for Classic Members and 2% @ 62 for PEPRA Members; employee contributes 7% for Classic and 7.75% for PEPRA. No Social Security.

Vacation: 80 hours per year, increasing with years of service with a maximum of 240 hours; cash-out option available.

Sick Leave:Full-Time employees = 88 hours per year with no cap.

Holidays:11paid holidays per calendar year plus an additional 16 hours of Floating Holidays.

Longevity Pay:$2500 at 5 years of service; $5000 at 10-35 milestone years of service.

Flexible Work Schedule:9/80, 4/10, and/or intermittent teleworking, where applicable and approved by supervisor. **

Health Insurance: Medical (Kaiser HMO), dental (MetLife PPO), and vision coverage (EyeMed), of which 80% is paid by Tri-City Mental HealthAuthority (TCMHA).

Life Insurance:Paid at one time, annual salary, paid by Tri-City MHA with additional optional coverage available.
