Program Manager, Public Sector Energy Efficiency

Location: Los Angeles, CA (candidates must be in California to be considered)

Overview

The selected candidate will support our Public Sector Energy Efficiency programs in Southern California. Working closely with the portfolio manager, the individual will monitor and support the successful delivery across multiple functional areas, including internal operations, client support, and stakeholder management. The role involves building and managing relationships with customers, building owners, property managers, developers, and key community stakeholders, managing subcontractors, and designing and implementing program strategies and plans.

Responsibilities
  • Build industry relationships, provide insights to ensure that program efficiencies and effectiveness are maintained and respond to changing market conditions.
  • Act as liaison with building owners, property managers, developers, and key community stakeholders to stay apprised of the affordable housing industry trends, provide direction to program teams.
  • Collaborate with regional and national ICF teams to provide national cohesiveness and bring efficiencies and best practices to client programs.
  • Manage subcontractors, establish milestones, monitor adherence to program plans and schedules, identify program problems, and develop solutions.
  • Coordinate cross‑functional teams, manage program costs and budgets, and provide monthly performance forecasting.
  • Oversee overall utility program performance, including financial management, contract deliverables, strategic planning, quality assurance, and operational efficiencies.
  • Manage program forecasts, goals, and budgets.
  • Coordinate with client and other portfolio stakeholders to ensure all program objectives are met, adjusting as needed.
  • Day‑to‑day management of program team members.
  • Analyze market trends and technologies to enhance deployment opportunities for program advancement.
  • Must have a reliable vehicle for local travel; up to 20% travel for meetings, conferences, and other duties in Southern California (mileage reimbursement is provided).
Qualifications – Minimum
  • Bachelor’s degree in Energy, Sustainability, Public Policy, Business, or related field (or applicants can substitute one year of related experience for one year of education).
  • 5+ years of experience in project management in energy efficiency, utility programs, public sector, and/or related experience.
  • Valid driver’s license and successful MVR check.
Preferred Qualifications
  • Experience with and knowledge of public sector energy efficiency programs.
  • Working knowledge of demand side management (DSM) programs.
  • Expertise in consulting, business management, energy resources, or energy policy.
  • Working knowledge of building science.
  • Industry certifications such as BPI, PMP, CEM.
  • Professional affiliations such as AESP, ACEEE, ASHRAE, or AEE.

Compensation

Pay range: $89,261.00 - $151,744.00 (full‑time, California Remote Office CA99).
