Job summary

Paycom is seeking a Program Manager (PM) to serve on-site at Aberdeen Proving Ground, MD, handling overall management of the ITSS contract across ATEC HQ and subordinates. The PM will oversee cost, schedule, performance, staffing, and quality, being physically present at Aberdeen Proving Ground during normal hours.

The position requires a SECRET minimum clearance with Top Secret eligibility, U.S. citizenship, and a strong background in managing contractor workforces on large DoD IT support

Qualifications

• High school diploma or equivalent (minimum).
• U.S. citizenship.
• Ability to speak, read, write, and understand English proficiently.
• Proficiency with computers and Microsoft Office software.
• Active Secret clearance (Top Secret eligibility supported by the facility clearance); maintained throughout performance.
• Demonstrated experience managing a contractor workforce on a DoD IT support contract of comparable size, scope, and complexity across multiple locations.

Responsibilities

• Serve as the central point of contact with the KO and COR and bind the contractor for prompt action on all contract matters.
• Provide overall program management across all performance locations, ensuring on-site management is available 24 hours to respond to Government concerns.
• Coordinate work schedules, travel, reporting, accountability, conduct, and performance of contractor personnel.
• Manage workforce turnover, track hiring and termination trends by labor category and location, and fill vacancies within required timelines.
• Deliver monthly technical status and labor reporting and support performance evaluation meetings.
• Designate an acting alternate PM when absent.
