Job summary

Goldbelt, Inc. is seeking a Program Manager to lead the Personnel Life-Cycle Support Task Order, ensuring performance, compliance, and successful execution across CONUS/OCONUS ID card facilities. You will interface with government stakeholders and oversee all operational aspects of DEERS/RAPIDS/CAC/PKI programs.

The PM will manage daily operations, coordinate with KO and COR-RA, ensure deliverables, and maintain quality control while supporting Army policy reviews and program reviews.

Qualifications

  • Bachelor’s degree required with 8+ years of relevant project management experience.
  • Experience with government policies, procedures, and large-scale government programs.
  • Strong analytical, organizational, and time-management skills; excellent written and oral communication.

Responsibilities

Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

Summary

The Program Manager (PM) is responsible for the overall management, performance, and successful execution of all requirements under the Personnel Life-Cycle Support (PLS) Task Order. The PM oversees daily operations, ensures compliance with all contractual requirements, coordinates with Government stakeholders, maintains quality control, and serves as the primary interface between the Contractor and the Government. The PM ensures the effective implementation and sustainment of the Army’s DEERS/RAPIDS/CAC/PKI programs across CONUS and OCONUS ID card facilities. The PM has full authority to act on behalf of the Contractor for all operational matters.

The primary duty location is Fort Knox, KY. Travel may be required for program reviews, policy meetings, assessments, and Government-directed events. The Program Manager reports to corporate leadership. Interfaces regularly with KO, COR-RA, COR-HRS, APO, DMDC, and other Government stakeholders.

Responsibilities
Essential Job Functions

Program Oversight & Compliance

  • Lead and manage all activities outlined in the Task Order, ensuring compliance with the PWS and all applicable DoD, Army, and Federal regulations.
  • Ensure delivery of superior customer service for all eligible DoD personnel and dependents.
  • Maintain uninterrupted service, staffing stability, and regulatory compliance across assigned DEERS/RAPIDS sites.

Quality Control & Reporting

  • Oversee implementation of the Contractor’s Quality Control Plan (QCP), ensuring all deliverables meet quality and timeliness requirements.
  • Review and approve monthly Production Reports, Trend Analysis Reports, Training Status updates, CAC/ID issue logs, and other contract deliverables.
  • Analyze workload trends, system performance, site deficiencies, and operational risks.

Stakeholder Coordination

  • Serve as primary liaison to the Army Project Office (APO), Contracting Officer (KO), COR-RA, COR-HRS, DMDC, and installation leadership.
  • Conduct briefings, prepare meeting minutes, generate executive summaries, and participate in policy and program review forums including JUSPAC.

Operational Management

  • Lead the management of DEERS/RAPIDS infrastructure, including support to Southwest Asia operations.
  • Oversee remote resolution of hardware/software issues, system reporting, and policy compliance inquiries.
  • Ensure timely submission of site equipment relocation requests, cardstock replenishment requests, VO/SSM training requests, and policy change feedback.

Personnel Management

  • Ensure staffing requirements are met across all sites; maintain a qualified, stable workforce.
  • Oversee PM/APM actions, CACMAT team operations, Site Security Managers (SSMs), VO Operators, and Admin Support personnel.
  • Ensure personnel complete all required certifications and annual training (OPSEC, AT Level I, TARP, SHARP, Cyber Awareness, RAPIDS certification, etc.).

Deliverables & Documentation

  • Ensure all deliverables (SOPs, continuity books, reports, schedules, assessments, newsletters, travel documentation) are completed accurately and on schedule.
  • Oversee management and updates of all Government-provided electronic files and contact rosters.
  • Ensure Service Contract Reporting (SCR) requirements are met annually.

Security, Compliance & Risk Management

  • Ensure personnel maintain required background investigations and CAC eligibility.
  • Oversee compliance with OPSEC, PII/PHI protection requirements, cyber incident reporting, COMSEC, and security protocols.
  • Manage program risks, disputes, and performance deficiencies, providing corrective action plans as required.
Qualifications
Necessary Skills and Knowledge
  • Speak, read, and comprehend English to the extent that they can read and understand printed regulations, detailed written orders, operating procedures, training instructions and materials and perform the duties assigned.
Minimum Qualifications
  • Bachelor’s degree (minimum).
  • Minimum 8 years of relevant experience managing projects of similar size and scope.
  • Familiarity with Government policies, procedures, and large-scale Government project management.
  • Strong analytical, organizational, and time management skills.
  • Excellent oral and written communication skills.
Preferred Qualifications
  • Experience with DEERS/RAPIDS/CAC/PKI systems.
  • Experience supporting CONUS/OCONUS operations.
  • Prior leadership of geographically dispersed teams.
  • Understanding of DoD personnel systems, HR processes, and ID card issuance regulations.
