Under the direction of the Division Director, the Program Manager is responsible for planning, developing, organizing, implementing, coordinating, supporting, and evaluating outreach and education activities to assure the successful achievement of the Division's vision, mission, and program objectives. The Division's focus is to protect people from exposure to environmental health hazards in their homes, workplaces, and public spaces through a lens of environmental justice and advancing health equity. The Program Manager is responsible for supervision and support of the Division's Outreach Workers, directing the Division's outreach and promotion efforts (both physical and virtual) including working with community and public agency partners, and managing/growing the Division's training class offerings. Other general responsibilities may include grant applications and administration, budget management, data management/reporting, and contract administration.

Duties

  • Manages, supports, and supervises activities of a program or project. May coordinate multiple projects and initiatives including activities supporting implementation of grants, coalition development, community health education, and achievement of program goals. Delivers services according to established program
  • Manages and develops the Division's education, training, and community outreach activities and initiatives including coordinating with BPHC Communications Office and others on designing educational materials, drafting social media postings and press releases, and developing and delivering presentations at community events or to specific audiences.
  • Supervises staff including Outreach Workers who provide comprehensive case management services to Division clients, conduct community outreach, and provide technical assistance to businesses.
  • Manages and develops the Division's training program offering subject-specific training such as Moderate Risk Deleading, Bloodborne Pathogen Training for Body Artists, and safe pickup/disposal of sharps. May conduct some trainings personally.
  • Works with the Division Director in program and strategic planning, communications, and evaluation, utilizing public health principles and practices according to core public health functions.
  • Ensures and maintains effective communication among community organizations, city agencies, coalition members and Convenes and coordinates meetings, events, and activities for achievement of program goals. Identifies opportunities to collaborate on new initiatives.
  • Coordinates with other BPHC and City of Boston departments to provide programmatic support for environmental health activities. Represents the Division on committees and workgroups.
  • Prepares reports for Division and funders; assists with data collection and evaluation activities for quality assurance and to determine program effectiveness.
  • Manages outreach program budget in compliance with grant obligations and BPHC fiscal policy; manages and oversees development and oversight of RFPs and grants. Seeks funding and writes proposals for grant support for special projects.
  • Develops and implements projects/programs workplans, timelines, and budgets.
  • Handles confidential, sensitive information and works in a confidential capacity with the Director and other staff as necessary.
  • Makes and recommends management and personnel decisions including, but not limited to, recruitment and hiring, transfer and work assignment of staff, promotions, and imposition of discipline.
  • Operates independently. Uses independent judgement and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy.
  • Perform other duties as required.
  • Master's Degree in Public Health, Social Work, or related discipline such as sociology or health communication and minimum 2 years of related experience; OR a BA/BS in Public Health, Social Work, or related discipline and minimum 5 years of experience in public health program coordination, management, and/or community organizing.
  • 1 year of experience supervising staff strongly preferred.
  • Excellent leadership and interpersonal skills required. Ability to establish rapport with others, build teams, and maintain harmonious working relationships with others required. Must be able to interact effectively with internal and external partners, including the public and BPHC staff at all levels.
  • Excellent verbal and written communication skills including ability to prepare reports, maintain accurate records, write clearly and concisely, follow and give written and oral instructions, and facilitate meetings required.
  • Exceptional organizational skills with the ability to develop timelines and meet deadlines required. Ability to be flexible and manage multiple tasks to meet changing priorities.
  • Ability to maintain professional confidentiality required.
  • Ability to work independently and exercise sound judgement required.
  • Understanding of, and commitment to, the role of public health and promoting environmental justice and health equity required. Demonstrated cultural competence with diverse ethnic, cultural, and socio-economic groups.
  • Demonstrated strong background and experience designing, implementing, managing, and evaluating public health, community outreach, health communication, or health education campaigns.
  • Ability to commute to meetings within Boston and the greater Boston area required.
  • Knowledge of and experience with the process of applying for and managing federal and private grant funding and reporting preferred. Prior successful grant application experience preferred.
  • Familiarity with Boston neighborhoods and community-based organizations preferred.
  • Advanced knowledge and experience with MSOffice and graphic design platforms strongly preferred.
  • Bilingual and/or bicultural applicants preferred and strongly encouraged to apply.
