Program Manager - Office of Under Secretary of Defense for Policy Program

Position Summary:

ANSER is seeking a Senior Program Manager to manage and lead a federal program supporting the Office of the Under Secretary of Defense for Policy (OUSD(P)). In this key role you will be the single point of contact and interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management, and organization representatives. You will have responsibility for overall program performance and management of ANSER and sub-contractor employees.

Day to Day Responsibilities:

  • Provide leadership, supervision, and management of all programs contracting employees including sub-contractors.
  • Partner with agency leaders and stakeholders to create efficient and effective OM&ESS teams across the OUSDP organization.
  • Consistently and proactively identify potential issues or challenges that may affect timely and effective delivery of services.
  • Serve as a single point of contact for the contracting officer representative and other internal client stakeholders, to ensure individual offices are consistently updated on personnel statuses and actions such as performance metrics, corrective actions if needed and staffing levels etc.
  • Oversee the onboarding process ensuring appropriate documentation, processes and training materials are aligned for effective onboarding and job performance.
  • Identify, plan, direct, coordinate, develop, and implement innovative process improvements to increase efficiencies and overall program performance.
  • Provide updates and solutions regarding program challenges affecting the timely and effective program delivery.
  • Manage, train, and supervise contractor employees ensuring technical proficiency of all contractors.
  • Develop and maintain continuity of services documentation for daily operations

Required Qualifications:

  • Bachelor’s Degree in program management related fields such as Program Management, Business Administration, Project Management or similar.
  • 15 + years of program management experience in large federal or defense programs
  • 5 or more years’ experience managing teams in environments similar is scale and scope of Office of Secretary of Defense (OSD) level or military service components.
  • 5 or more years’ experience managing managers with at least 5 direct reports and 70 or more total team size.
  • Current ACTIVE TS/SCI security clearance.
  • Current PMP certification.
