Job summary

State of Idaho’s Bureau of Medicaid Enterprise Systems is seeking a Program Manager based in Boise to oversee Medicaid systems operations. You will lead vendor oversight, contract management, service desk ticket handling, and coordinate with auditors to complete mandatory tasks.

Ideal candidates have experience in medical claims systems or billing, staff supervision, and strong communication, problem-solving, and teamwork abilities. This role is on-site in Boise with comprehensive compensation.

TheProgram Manageroversees Medicaid systems operational needs, which include vendor management, project management, contract management, service desk ticket management, and work closely with Federal and State auditors to complete all mandatory audit tasks. This might include a ‘soft’ credit pull to verify identity for access to certain Federal systems.

We are seeking a highly organized candidate with experience in medical claims systems and/or billing; supervising staff; communication and interpersonal skills; problem solving skills; critical thinking skills and team building competencies. This position will be located inBoise.

This position is not eligible for telework.

  • Manage team that performs daily responsibilities for the Bureau of Medicaid Enterprise Systems including vendor oversight, contract SLA management, vendor invoicing, and ticket processing.
  • Work closely with Federal and State auditors to complete all mandatory audit tasks.
  • Communicate with internal and external stakeholders including contractors, auditors, Centers for Medicare & Medicaid Services (CMS), Medicaid systems, internal staff, providers and stakeholders for systems topics.
  • Collaborate with policy, other bureaus, vendors, and leadership to draft system impact statements for change requests.
  • Foster professional interpersonal relationships with other intergovernmental professionals, policy analysists, program budgeting, and project managers within the department.
  • Manage, direct, complete, and support projects related to all Medicaid systems as determined by leadership.
  • Support the development and maintenance of policies and procedures, contract management, and procurement activities.
  • Attend hearings and admin reviews for appeals.
  • Complete other duties, tasks, or assignments assigned by management.

  • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training. Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
