  • Support the Rural Health Transformation Grant delivery to increase access to services across Rural Idaho.
  • Evaluate culture and processes, applying change management to improve workflows.
  • Facilitate meetings and projects with purpose, tailoring communication and ensuring coordinated procurement efforts.
  • Provide leadership with timely updates, insights, and performance reporting.
  • Champion improvement initiatives to enhance quality, reduce cost, streamline workflows, and elevate customer satisfaction.
  • Act decisively to sustain high performance and optimize resource allocation.
  • Facilitate training and education opportunities for staff and stakeholders.
  • Build cross-functional relationships and navigate sensitive issues professionally.

Job description

DEDICATED TO STRENGTHENING THE HEALTH, SAFETY, AND INDEPENDENCE OF IDAHOANS

The Division of Management Services’ Bureau of Compliance is excited to invite applications for an experienced Grants/Contracts Management Supervisor to lead our Contracts and Procurement Services (CAPS) team in our Boise office.

We are looking for a collaborative, forward-thinking leader who excels at guiding teams, removing obstacles, and aligning operations with broader organizational goals. This role provides meaningful opportunities to shape funding strategies, strengthen compliance, and directly support services that impact Idaho’s citizens.

In this high visibility role, you will:
  • Provide leadership and oversight to the CAPS unit.
  • Guide staff through the full lifecycle of grant and contract development, including: planning, funding, administration, evaluation, service delivery.
  • Promote compliance and strategic alignment across the department through curated training and monthly alignment sessions.
  • Serve as a key contributor to bureau and division leadership teams.
  • Collaborate with department leadership, division partners, and external agencies.
  • Elevate CAPS team status as a trusted partner in DHW through customer centricity.
  • Identify and implement opportunities that improve operational efficiency.
  • Lead initiatives involving: funding priorities, metrics and reporting, process improvement.
We’re looking for someone who is:
  • Experienced in state procurement principles, practices, and legal requirements.
  • Skilled in competitive bidding procedures.
  • Well-versed in compliance standards and requirements.
  • Enthusiastic about education and sharing knowledge
  • A confident leader with: Strong initiative, Sound judgment, Strategic thinking, technical expertise, Curiosity, experience supervising and developing staff
  • Adept at problem-solving, conflict resolution, and navigating complex assignments.
  • Customer-service oriented.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of supervisory practices. Typically gained by completion of a class or seminar (of more than one day) specifically covering supervisory practices or the elements of supervision; OR completion of a college-level personnel related course covering supervisory practices; OR leadwork experience that involved work assignment, direction, and monitoring of staff. (Such experience on a fill-in basis is non-qualifying unless for a period equivalent to a minimum of three months or more - they do not have to be consecutive months).
  • Experience interpreting and applying laws, regulations, and policies. Typically gained by experience with at least one year experience reviewing documents or programs for compliance with laws and regulations and/or policies and procedures or explaining to others how regulations (or policies and procedures) apply to specific situations.
  • Experience determining needs and priorities for operational planning and funding. Typically gained by experience with at least two complete grant/contract cycles in each of the following areas: participating in a formal or informal needs assessment process, program design/planning process and negotiation of grant/contract project budgets.
  • Experience planning and organizing service delivery programs. Typically gained by experience with at least two complete grant/contract cycles in each of the following areas: designing/planning delivery strategies, developing technical guides and/or training materials or curriculum, and providing training and technical assistance to delivery staff for implementation.
  • Experience developing and administering grants or contracts including funding and evaluations. Typically gained by experience with at least two complete grant/contract cycles in each of the following areas: developing grant applications, subgrant documents, or contractual documents AND negotiation of the terms and conditions of grant applications, subgrant documents, or contractual documents.
