PURPOSE OF POSITION:

Primary responsibility is to oversee the capital projects associated with the ARRC waterfront facilities, including the execution of large multi-project programs spanning multiple years and funding sources.

Provides oversight, direction, and coordination of work performed on assigned, high-profile projects, funded by federal and state grants, external capital, or internal capital funds. This includes organizing the work, ensuring a safe working environment, overseeing and directing ARRC employees and contractors working on assigned projects, approving changes to Contracts, and approving completed work. Ensures proper documentation is submitted for third party projects and disburses that information to ARRC personnel, or contractors, as necessary.

Assists department managers in developing plans for assigned projects. A project plan may include: formulating project concepts; developing goals, scopes, schedules, and cost estimates; assessing risks; and determining financing requirements. Analyzes options and identifies opportunities to improve performance.

Coordinates project plans for assigned projects with appropriate departments within ARRC.

Coordinates with the Supply Management Department to ensure all materials and/or services needed for assigned projects funded by federal and state grants, or internal capital funds, are delivered as required and/or specified in contractual agreements. Reviews and approves invoices for payment.

Manages and directs other Project Managers on specific projects within the program as assigned

Plans, develops and maintains program planning, budgets and grant applications over a minimum 5-year time period.

Coordinates with the grant administration staff to ensure all financing procedures are properly followed to include, but not limited to, reporting requirements. Responsible for completion of assigned projects within approved budgetary amounts.

Provides written and oral updates on assigned projects funded by federal grants to ARRC representatives as well as federal, state, and community groups as required. Organizes meetings such as public hearings as required to accomplish project plan goals and deadlines.

FACTOR 1:

Technical and Operational Knowledge

Requires thorough knowledge of engineering and construction principles, practices, and specifications for projects within the program’s discipline project management principles and practices. Requires thorough knowledge of applicable industry codes and regulations; budgeting and cost-control methods; procurement practices and regulations; and spreadsheets (Excel), word processing, email, and scheduling software. Requires knowledge of and experience with architectural, engineering, environmental, NEPA, construction contracts; value engineering; project scheduling; and contractual oversight.

FACTOR 2:

Analytical Skills & Impact

Requires familiarity with procurement processes, budgets, cost-control methods, and value engineering to ensure materials and services are delivered as specified and that costs are controlled, monitored, and reported in accordance with ARRC Finance and grant reporting procedures. Must be able to manage, oversee, and direct all phases of assigned projects, including assessing options and identifying opportunities to improve performance and reduce costs. Delivering a high-quality final product and making sound mid-project decisions that support long-term economic feasibility are essential to ARRC. Failure to follow project timelines, architectural, engineering, and environmental review requirements, budgets, ongoing expense controls, and procurement processes could significantly hinder successful project completion and delivery. Strong written communication skills are preferred.

FACTOR 3:

Supervision and Control

Manages assigned project work, including oversight and direction of ARRC employees and contractors. Coordinates the resources needed for successful project completion, including workforce needs, contract services, and materials. Responsible for delivering assigned projects within approved budgets.

FACTOR 4:

Communication

Communicates with ARRC employees at all organizational levels and across departments to coordinate all phases of assigned projects. Works with contractors to ensure project work is completed as required and in accordance with contractual agreements. Coordinates with federal, state, and local agencies to ensure assigned projects meet applicable regulatory requirements. Provides informational presentations to ARRC officials and interested community groups.

FACTOR 5:

Working Conditions

Work location will be in a corporate office environment and at construction sites, which may be located a significant distance from the office for extended periods. The position may involve exposure to harsh weather conditions and noise.

Will be required to drive on an as needed basis.

Minimum Qualifications

Education Requirements

Bachelor’s degree in construction management, civil engineering, or discipline related to the specific program is required.

Substitution: Associate’s degree in construction management, civil engineering, or a related discipline, and five additional years of project/construction management experience can substitute for the bachelor’s degree requirement.

Work Experience

Must have ten (10) years of project/construction management experience working with architectural, engineering, environmental, NEPA, value engineering, and construction contracts for marine facilities.

Certification/License Requirements

Must have a valid driver’s license.

Must possess, or have the ability to obtain, a Transportation Worker Identification Credential (TWIC®) card. If you do not possess a TWIC card, you must apply to obtain it within 60 days of hire.

If you are select for an interview, then you MUST be able to submit a copy of a current driving record that reflects the past three (3) years.

Preferred Qualifications

Experience and managerial control with alternative project delivery methods (DB, DBOM, CMGC, etc.)
