Job summary

Qualifications

  • Bachelor’s degree from an accredited institution.
  • At least twelve years of experience with government management policies and procedures.
  • At least seven years of experience in foreign assistance capacity-building programs and complex projects.
  • Ability to design program goals, objectives, outputs, and performance measurement systems.
  • Ability to coordinate with interagency partners and manage complex systems.
  • Secret clearance is required; ability to obtain TS.

Responsibilities

  • Strong hands-on experience with grants, cooperative agreements, contracts, and interagency agreements.
  • Demonstrates knowledge of EUR issues with an understanding of Ukrainian politics and landscape.
  • Leads development efforts with intra- and interagency partners.
  • Collaborates with policy unit officers.
  • Drafts memos, reports, talking points, and briefing materials as required.
  • Supports program evaluations and communicates concerns to leadership.
  • Coordinates with logistics personnel as needed and collects indicator data from partners and interagency members.
  • Performs other job-related duties as assigned.

Program Manager IV

This position requires an active Secret clearance.

The Program Manager will lead and support initiatives that deepen partnerships with U.S. allies and international stakeholders to advance a shared vision for secure, trusted information communications technologies (ICT) and emerging technologies across the digital ecosystem, in alignment with U.S. national economic and security objectives. This role manages digital, cyber, and emerging technology foreign assistance programs, overseeing program implementation and evaluating operational effectiveness to advance priority U.S. policy objectives. Working across U.S. government agencies, including the Department of State, the position advances U.S. cyberspace, digital and emerging technology policies through strategic engagements and supports bilateral and multilateral diplomacy-focused efforts through targeted programming. Foreign assistance program and resource management skills, foreign policy expertise, and experience navigating interagency processes are essential.The ideal candidate brings strong program management skills, cross-agency collaboration experience, and the ability to translate complex technology policy priorities into effective, results driven foreign assistance programming.

Compensation & Benefits:

Pay rate: $100,000- $156,537.12

Pay will be negotiated and commensurate with education and experience.

Program Manager IV Responsibilities Include:
  • Manages foreign assistance award recipients while coordinating and implementing programs that advance CDP’s mission and goals, with responsibility for program oversight, program design, and day-to-day operations to ensure project and department milestones and budgets are met.
  • Strong understanding of a hands-on approach to foreign assistance programming to include grants, cooperative agreements, contracts, and interagency agreements.
  • Demonstrates extensive knowledge of EUR issues with an understanding of Ukrainian politics and landscape.
  • May lead development efforts with intra-and interagency partners.
  • Works closely with policy unit officers.
  • Assists with grant applications or proposals, supports colleagues and partners in adapting program content to changing circumstances and U.S. government standards, and identifies and resolves issues before implementation, communicating concerns promptly to CDP/STIIC leadership.
  • Drafts memo, reports, talking points, breifing materials, etc. as required.
  • Strong understanding of foreign affairs and U.S. national and economic security policy priorities as it relates to ICT, cyberspace and emerging technology issues is preferred.
  • Coordinates with logistics personnel as needed, supports scheduled program evaluations, and collects indicator data from partners, Posts, member governments, and interagency members.
  • Reports to the department head and work both independently and collaboratively in a highly complex environment.
  • Performs other job-related duties as assigned.
Program Manager IV Experience, Education, Skills, Abilities requested:
  • Bachelor’s degree from an accredited institution.
  • At minimum twelve (12) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (preferred).
  • At minimum seven (7) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (preferred).
  • Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting.
  • Ability to coordinate with interagency partners and manage complex systems.
  • Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, Congress, and other partners.
  • Ability to travel for program oversight.
  • Regional expertise desired but not required.
  • Secret clearance is required; ability to obtain TS.
  • Must pass pre-employment qualifications of Cherokee Federal.
