The Prince George's County Housing Authority is currently seeking qualified individuals to fill a Program Manager-Inspections (Community Developer 4A), grade A27 position within the Housing Authority/Housing Choice Voucher Division.

About the Position

This is a supervisory level position that performs a wide range of duties including supervision of professional, technical, and administrative staff in the management and administration of operations of the Housing Choice Voucher Program with direct oversight of the Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections. The program manager is responsible for ensuring assisted units meet federal housing requirement; rents are reasonable; landlords receive consistent and professional engagement, and all work is done in compliance with federal, state, and local regulations. The program manager performs management analyses and provides recommendations on administrative, programmatic, and budgetary areas of complex and technical nature to the Program Director. The incumbent is responsible for program administration to include inspection scheduling, workflows, and maintenance of relationships with property owners to support program success and housing stability.

About the Agency

The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.

  • Ensures overall agency compliance with regulations, rules, policies, and procedures that govern the administration of all HQS & NSPIRE inspections, including initial, annual, biennial, complaint, emergency, and special inspections.
  • Oversees and monitors the execution of inspections to ensure accuracy, timeliness, and regulatory adherence.
  • Operationalizes regulatory requirements, federal, state, and local guidance, and program updates in forms, policies, agency structures and staff protocols.
  • Ensures all units are safe, sanitary, and in good repair in compliance with regulations, policies and local ordinances with consistent and accurate application of required inspection standards across all inspection staff.
  • Establishes and monitors efficient systems for inspection scheduling to ensure timely completion within required timeframes.
  • Oversees reinspection processes and enforcement of correction deadlines.
  • Identifies and resolves bottlenecks that delay inspections or approvals.
  • Oversees and ensures completion of rent reasonableness determinations prior to lease approval and HAP contract execution in full compliance with applicable regulations; establishes controls to prevent approval of units without proper review and documentation.
  • Ensures rents are comparable to unassisted units in the private market, consistent with HUD requirements.
  • Reviews and approves rent reasonableness documentation for accuracy and compliance.
  • Maintains and updates rent comparability databases and tools ensuring data is accurate current and sufficient to support compliant consistent and well documented determinations in accordance with regulations and agency requirements
  • Addresses complex rent determinations and landlord disputes regarding rent decisions.
  • Ensures timely acquisition of the updated utility allowance schedule.
  • Develops and implements strategies to strengthen relationships with landlords and the property owner community participating in the housing program.
Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Master's degree in Business or Public Administration, Social Services, Sociology, Psychology, or a closely related field.
  • Three (3) years of progressively responsible professional technical, analytical and developmental work experience in housing programs with a least one (1) year in a lead/supervisory role.

Preferred Qualifications
  • Certification as Housing Inspector or NSPIRE Inspector
