This is administrative and managerial position directing the fleet procurement and material management section within the Fleet and Material Management Unit and reports to the State Equipment Superintendent. This position is involved in advanced level engineering decisions in the area of equipment specification development and equipment performance analysis. Position directs the Procurement, Production, Equipment Upfit, Fleet Telematics and Material Management sections. Position plans, evaluates, establishes and monitors sections programs, goals, budgets and manpower requirements. This position reviews the most complex, controversial or advanced work of the section. Work requires coordination with other departments, and requires extensive contact with FMMU Leadership, Division leadership, Division superintendents, NCDOT Procurement staff, State Purchase & Contract staff, and vendors. Position manages and directs the procurement of new replacement equipment for the agency's entire fleet. The position reviews specifications and oversees procurement of over 200 different classes of equipment each year with a replacement budget of $60 to $90 million. Will have the responsibility of recommending all equipment purchases and payments to vendors. Manages and approves any prototype builds going through the Upfit Shop and signs off on the final build before sending it to the field for testing. This position also manages the Telematics and New Equipment Safety Training section and works with the Equipment Superintendent and the Procurement section to determine the type and number of telematics devices that need to be ordered annually to support new equipment installations and stocked inventory levels in the warehouse for devices and harnesses. This position will serve as the point of contact for high level questions and information related to all new equipment and warehouse inventory issues. The position will create annual reports regarding volume of equipment and parts moving through Production and the Warehouse and provide summaries to upper management and senior department leadership. Other duties as assigned.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC21/$70,627-$137,724

Management prefers applicants with the following:
  • Knowledge of the principles and practices of procurement of heavy equipment and vehicles used in construction and highway maintenance.
  • Knowledge of purchasing, spend analysis, accounting practices and procedures as related to a large fleet.
  • Knowledge of the manufacturing and supply chain process as related to equipment and vehicles used in construction and highway maintenance.
  • Demonstrated ability to manage and supervise a staff of professional and support positions within a large organization, to achieve program goals.
  • Demonstrated ability to develop and maintain effective communications and working relationships with vendors, manufacturers, internal agency stakeholders, other State officials, and the public.
Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
