Job summary

Strategies to Empower People is seeking a Program Manager I for Supported Living Services in Sacramento to coordinate and implement community-based programs for adults with I/DD facing complex medical challenges.

You will supervise field staff, conduct assessments, and develop and implement plans ensuring client progress, health, and safety while aligning with Medi-Cal and agency policies. The role involves on-call duties and weekend rotation.

Strategies to Empower People is looking to hire a full-time Program Manager I for Supported Living Services that will help coordinate, develop and implement our community‑based supported living program for disabled adults who have consistent & severe medical challenges in the greater Sacramento area!

WHAT IS THE JOB?

The Program Manager I works alongside an experienced team of Directors, Managers and Field Supervisors to oversee and coordinate Supported Living Services for the Intellectual and/or Developmentally Disabled (I/DD) adults our agency serves in the Sacramento area!

The Program Manager I has a hand in almost every aspect in the services we provide, from general administrative duties such as documentation, reports, and supervising field staff to on‑site assessments for incoming clients, hands‑on support for our current clients, and developing and implementing numerous plans, goals, and celebrations for the people we support.

This position will directly supervise our field supervisors as well as the staff who work one‑on‑one with the people we support, and is responsible for not only the health, safety and success of our clients but also the health, safety and success of our employees. Our direct support staff and supervisors can only thrive under a great Program Manager!

Because of the needs of the population this role serves, the Program Manager I will be required to implement crisis intervention plans, write and implement therapeutic treatment plans, conduct quality assurance checks, and meet other high‑supervisory and management tasks.

SCHEDULE

The Program Manager I position is a salaried exempt role with a schedule that includes on‑call Monday through Friday and shares a rotating on‑call weekend with the other members of the management team (potentially one weekend a month). Please note that this is not a 9 a.m. to 5 p.m. position! The Program Manager I is one of the last lines of supervision our agency and needs to be a constant and accessible resource for our clients and our staff!

The rate of pay for this position is $35 per hour, which transitions to salaried at $72,800 annually following an initial training period.

LOCATION

This position operates out of our Sacramento office location, which is located at 2330 Glendale Lane.

This is not an office‑only position! The expectation for the Program Manager I is to be on‑site and available to support our clients in the Sacramento region as needed.

JOB REQUIREMENTS

The Program Manager I is a position that requires both experience supervising other individuals as well as having extensive experience working in the Human Services field!

This role requires at least three (3) years experience working with individuals who have Intellectual and/or Developmental Disabilities (I/DD population). A solid understanding of this population and its needs is a HUGE requirement - you need to understand and respect the population we serve!

This position also requires at least two (2) years of supervisory and budgetary/finance experience. This means supervising staff, NOT supervising individuals with disabilities! (Two years experience providing In‑Home Support Services is NOT considered supervision!)

On top of the supervisory and field experience we also need someone who understands Supported Living Services (SLS) as well as the Medi-Cal system since it is such a huge part in the services we provide.

And last but not least: COMPUTER AND DRIVING SKILLS! Like any job we require the use of standard electronics, computer and database systems. We provide training on the platforms we use, so aptitude with using different systems is necessary for success as well as maintaining professional communication both verbal and written/typed.

Being a licensed and insured driver is necessary for this role, which includes having a clean driving record (no excessive points, and no DUIs/wet‑and‑reckless in the past 10 years). We provide mileage reimbursement at a rate of $.76 per mile.
