Qualifications

Position Description

The Program Manager is responsible for managing a portfolio of projects and supporting program operations for ATI’s submarine and shipbuilding industrial base portfolio and related defense industrial base efforts. This role plans, organizes, directs, and controls program and project activities to accomplish sponsor and business goals within cost, schedule, and performance requirements. The Program Manager exercises discretion and independent judgment with respect to matters of significance to the business and typically operates with a high degree of autonomy.

Essential Functions:
  • Manages a portfolio of projects across various stages of development and execution, including project startup, award, execution oversight, issue resolution, reporting, and closeout.
  • Oversees project and program planning activities, including scope refinement, statements of work, proposals, deliverables, baseline development, kickoff coordination, new-start activities, and actions needed to improve project agreement or procurement lead times.
  • Ensures compliance with program and project contracts, agreements, deliverables, schedules, budgets, and reporting requirements, and oversees project controls related to scope, cost, schedule, risk, and performance, including some form of Earned Value Management, as required by the program.
  • Works with finance and project teams to understand program-level financial status, support budget planning, review and approve financial and project documentation, and facilitate resolution of cost, schedule, contractual, technical, and execution issues across the assigned portfolio.
  • Supervises and provides direction to project managers and other assigned staff, including workload balancing, development planning, coaching and day-to-day operational support.
  • Coordinates with technical staff, contracts, finance, communications, and leadership to ensure integrated program execution and effective communication across internal and external stakeholders.
  • Leads recurring program meetings, portfolio reviews, customer engagements, project review sessions, program briefings, technical transfer events, customer reports, presentations, white papers, and related communications.
  • Serves as a technical representative on pertinent projects, as needed, and ensures effective interface with Government stakeholders, prime contractors, shipbuilders, suppliers, academic performers, and lower-tier subcontractors.
  • Guides and reviews team efforts related to technology implementation within shipyard and supplier environments, including establishment of appropriate Go/No-Go metrics, producibility targets, validation plans, and other implementation criteria.
  • Coordinates and manages cross-functional technical interchanges to support technology insertion, process improvement, and transition activities across the portfolio.
  • Provides oversight and direction for team integration of technology such as intelligent factory systems, digital manufacturing capabilities, and analytics, including AI/ML-enabled production analytics, where applicable, to support improvements in schedule adherence, quality, and labor or material utilization.
  • Contributes to program-level management functions such as process control, standard operating procedures, administrator workload planning, training, marketing support materials, or operational documentation.
Additional Responsibilities:
  • Interacts daily with Technical Director, division leadership, contracts personnel, financial personnel, technical personnel, and ATI management.
  • Supports identification and pursuit of related business development opportunities and contributes to proposal development.
  • Assists with customer engagement and strategic planning activities.
  • Backfills senior leadership functions, as appropriate, in meetings and internal coordination activities.
  • Performs other duties as assigned.
Qualifications:

Bachelor’s Degree and five or more related years of experience or equivalent combination of experience and training, or a master’s degree and three or more related years of experience or equivalent combination of experience and training. A degree in Engineering, Science, Supply Chain, Technical Program Management, or a related field is preferred.

Project and/or process management experience is required. PMP certification is viewed favorably but is not required. Experience with government programs is viewed favorably but is not required.

Strong communication skills, including presentations, technical reports, meeting management, and group management, are required. Strong computer skills, including intermediate Excel skills and proficiency in MS Office Suite—Word, PowerPoint, Outlook, and Project—are desired. MS Access experience is a plus.

Prior experience supervising project managers or coordinating team workload across multiple projects is desirable.

Specific Skillsets of Interest

ATI anticipates filling multiple positions to strengthen our team. We seek strong technical managers first and foremost; experience in one or more of these following disciplines is a valuable bonus.

Experience includes shipbuilding, submarine industrial base programs, manufacturing technology development, technology implementation, supplier development, workforce development, technical training, industrial base investment, strategic outsourcing, or supply chain management. Experience supporting Other Transaction Authority/Other Transaction Agreement projects, prototype efforts , or other alternative acquisition environments is viewed favorably.

Additional desirable technical experience includes one or more of the following domains: robotics and automated manufacturing systems; additive manufacturing; materials and processes, including composites, metals, and ceramics; design and structural analysis; digital manufacturing ecosystems, including digital twin and digital thread; AI/ML; modeling and simulation; welding engineering; systems engineering; and inspection technologies or nondestructive testing methods such as ultrasonic inspection and digital radiography, particularly in naval manufacturing environments.

Highly desirable experience also includes implementing design or process changes in production or shipyard settings and coordinating technology implementation activities. Experience collaborating with Navy program offices, major shipbuilders, OEMs, and multi-organizational project teams is similarly valued.

Must be either a U.S. Citizen by birth or naturalization.

Must successfully pass a background to access sensitive information and automated systems.
