Job summary

LUMA Energy in Puerto Rico is seeking a seasoned program leader to manage the Retail Wheeling initiative, aligning regulatory and operational requirements and guiding the transition to future systems. The role emphasizes collaboration across functions and measurable readiness.

You will develop interim operating models, craft RFP materials, oversee vendor engagements, and ensure compliant, auditable processes while strengthening resilience through restoration and emergency planning.

Qualifications

  • 6+ years of program or project management experience in utilities, energy systems, or complex operational environments.
  • Experience with large cross-functional initiatives, ideally involving regulated operations or system integration.
  • Experience leading requirements gathering, RFP development, or vendor evaluation.
  • Program Leadership: coordinate diverse teams and ensure timely delivery.
  • Operational Design & Execution: develop scalable operating models for early implementation.
  • Enterprise Requirements Management: gather and align cross-functional requirements.
  • Vendor & Procurement Management: develop high-quality RFPs and manage vendors.
  • Cross-Functional Collaboration & Communication: engage stakeholders clearly and ensure momentum.
  • Utility Industry Knowledge & Training: apply industry practices and regulatory understanding.
  • Proficient in MS Office Suite and related tools.
  • Strong English communication skills.

Responsibilities

Job Summary

Leads cross‑functional execution of the Retail Wheeling Program to establish interim operating capabilities, integrate enterprise requirements, and guide procurement of long‑term technical and operational solutions. Ensures coordinated delivery, regulatory and operational alignment, and a successful transition to future‑state systems, providing measurable impact on program readiness and enterprise implementation

  • Leads cross‑functional program execution to deliver a coordinated Retail Wheeling implementation that enables timely decisions and successful enterprise delivery.
  • Builds and implements an interim operating model to establish compliant, auditable, and scalable manual processes that support early functionality and future transition.
  • Gathers and integrates enterprise requirements to produce aligned technical and operational solutions that meet both interim and long‑term program needs.
  • Develops RFP materials and manages vendor engagement to secure long‑term systems that meet regulatory, operational, and integration requirements.
  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.
  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.
  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.
Education
  • Bachelor’s degree in business, Engineering, Energy Systems, Project Management or related field from an accredited college or university.
  • Advanced degree preferred.
Experience
  • 6+ years of program or project management experience in utilities, energy systems, energy markets, technology programs, or other complex operational environments.
  • Experience with large cross-functional initiatives, ideally involving regulated operations, utility processes, or system integration programs.
  • Experience leading requirements gathering, RFP development, or vendor evaluation strongly preferred.
  • Program Leadership: Demonstrates the ability to coordinate diverse teams, drive aligned decision‑making, and maintain structured program oversight to ensure unified and timely delivery.
  • Operational Design & Execution: Builds effective, compliant, and scalable operating models that support early implementation needs and enable smooth transition to future systems.
  • Enterprise Requirements Management: Gathers, synthesizes, and integrates cross‑functional requirements to produce clear, aligned, and actionable technical and operational specifications.
  • Vendor & Procurement Management: Develops high‑quality RFPs and manages vendor engagement with rigor, ensuring solutions meet regulatory, operational, and integration expectations.
  • Cross‑Functional Collaboration & Communication: Engages stakeholders with clarity and consistency, facilitating alignment and resolving issues to maintain program momentum and transparency.
  • Utility Industry Knowledge & Training Application: Applies utility‑specific training, industry practices, and regulatory understanding to guide program decisions, ensure compliance, and strengthen operational readiness.
  • Proficient in MS Office Suite - Word, Excel, PowerPoint and Outlook, MS Projects, Primavera P6, Computer based Earned Value.
  • Strong English communication skills (both oral and written).
Licenses/Certifications

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification
