Job summary

The South Carolina Department of Environmental Services (SCDES) seeks a Program Manager for the Office of Laboratory Certification to lead the statewide Environmental Laboratory Certification Program. You will oversee regulatory compliance, support DOE/USEPA requirements, and collaborate with stakeholders to advance certification activities and program goals.

Under limited supervision, you will provide guidance to management, maintain online systems, and drive program effectiveness.

Qualifications

• Master’s or Bachelor’s degree with required chemistry hours and environmental experience as stated.
• Demonstrated leadership and ability to guide a regulatory program and staff.
• Strong communication, problem-solving, and stakeholder collaboration skills.

Responsibilities

• Manage and supervise day-to-day activities of section staff. Ensure renewals, evaluations, and applications processed per SC Regulation 61-81.
• Provide professional and technical advice to management, officials, consultants, and industries on Environmental Laboratory Certification and regulations.
• Develop, review, and implement SOPs for the Office; maintain the Office website, ePermitting database, and Celmapp database.
• Generate, distribute, and collect billing and fees for certified laboratories per SC Regulation 61-30.
• Complete EPMS and administrative tasks; support the SCDES Strategic Plan and related functions (TIME, SCEIS).
• Perform other duties as requested and required.
