Credence is seeking a Senior Program Manager to support the Cyber Resiliency Office for Weapon Systems at Wright-Patterson AFB, OH. You will coordinate multi-disciplinary teams, prepare strategic briefings, and ensure schedules, costs, and performance align with mission goals.

The role requires extensive DoD program management experience, DoD acquisition knowledge, and a TS/SCI clearance. You will interact with leadership to drive risk mitigation and cyber posture improvements.

Position Summary

Credence has an immediate need for a Program Manager at the senior level who will be primarily responsible for supporting the Cyber Resiliency Office for Weapon Systems (CROWS) at Wright Patterson AFB, OH.

CROWS is organizationally located under AFLCMC/EN-EZ with mission responsibility for ‘baking in’ cyber resiliency into new weapon systems and mitigation of ‘critical’ vulnerabilities in fielded weapon systems. CROWS is primarily located at two locations: Hanscom Air Force Base (AFB) and Wright-Patterson AFB. There are CROWS personnel located in various locations throughout the AF to provide cyber resiliency support. The major functional areas within CROWS are as follows:

• CROWS Leadership
• Acquisition Support to increase system security engineering principles into acquisition community
• Manpower, Education and Training
• Intelligence integration to increase cyber posture
• Management of data reporting and tracking of cyber vulnerabilities and risks
• Data capture, repository and analytics to enable risk-based decision making
• Inquiry management and adjudication to respond to external inquiries on cyber posture
• Gap analysis of cyber risks for a comprehensive understanding of risk
• Vulnerability and Risk Assessment Projects

Responsibilities include, but are not limited to the duties listed below:

• Collaborating with CROWS management, team leaders, program office representatives, and extended team to prepare for periodic working group meetings and leadership/strategic meetings.
• Assisting with DoD and DAF program/project analysis, including the planning and organizing of program/project activities.
• Assisting with technical work related to program management, including planning, organizing, and presenting assessments of program/project management concepts, analyses, studies, and procedures.
• Assisting in planning, organizing, and presenting assessments, command-level presentations, program management reviews, studies, status briefings, and other reviews.
• Assisting CROWS leadership in the management of projects/programs within cost, schedule, and performance baselines.
• Assisting with reviewing, developing, establishing, and updating policies and guidance.
• Monitoring team performance and providing team direction and prioritization as agreed with Government program manager expectations.
• Working with team leaders, cyber focus teams, and team members to update action plans with current required actions and priorities.
• Ensuring the five-year budget and schedule are consistent with CROWS action plans.
• Assisting in the development of strategic briefings to be presented to the Air Force PEO Cyber Resiliency Review, AFLCMC/CC, SAF/AQ, AFLCMC/FM, working group meetings, and CROWS leadership.
• Planning and supporting telecommunications and meetings with program offices.
• Assisting in completing tasks in response to National Defense Authorization Acts and requests from SAF/AQR and other senior leaders.
• Maintaining a repository of cyber best practices and lessons learned.
• Working closely with various CROWS teams to assist in the development of data strategies.
• Providing input to implementation plans, standard operating procedures, and other cyber documentation.
• Assisting in the development of reports outlining mitigation objectives, cyber resiliency posture, or system cyber resiliency strategy.
• Assisting with administrative functions, including calendar management, travel arrangements, meeting coordination, and office administration.

• Requirements:
• Must have an active or current Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility, verifiable in the Defense Information System for Security (DISS).
• Master’s or Doctorate degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD
• OR bachelor’s degree in a Human Resource or related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoW/DoD
• OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.

Specialized Knowledge and Experience Required:

• Project management certification or training, such as Information Technology Infrastructure Library (ITIL), Project Management Professional (PMP), or other project management certifications/training certificates.
• USAF, Space Force, or DAF weapon systems acquisition or logistics experience.
• Current understanding of DoD acquisition processes to ensure timely and synchronized schedule integration of cybersecurity requirements into program schedules and milestones through acquisition program integrated product teams.
• Knowledge of acquisition/procurement life cycle processes.
• Senior executive briefing experience.
• Knowledge of cybersecurity principles, cyber threats, cyber vulnerabilities, risk threat assessment, and risk management processes.
• Knowledge of specific operational impacts of cybersecurity lapses and system life cycle management principles, including software security and usability.
