Job summary

Virginia Housing in Glen Allen, VA, is seeking a Sr. Program Officer to lead program implementation, financial reporting, and budgeting for assigned funds.

You will oversee contract awards, program monitoring, construction activities, and compliance with HUD 811 requirements. The role reports to the Innsbrook office and requires a Bachelor’s degree or equivalent, knowledge of HUD programs and GAAP, and HUD systems.

Join Virginia Housing and help make a difference as a Sr. Program Officer.

This important role will be responsible for administering all aspects of program implementation, financial reporting, and budgeting for assigned programmatic funds. The role oversees contract awards, program monitoring, construction activities, and compliance with the HUD 811 Program regulatory requirements. The incumbent will manage a portfolio of complex properties, ensuring accurate financial reporting, budgeting, and adherence to program design and operational standards.

To be successful in this role you must possess:

• Bachelor’s degree, or equivalent work experience. Preferred Industry Certifications (COS, AHM, SCHM).


• Proficiency in internet functionality.


• Must be able to inspect the properties by navigating the buildings, stairways and grounds.


• Demonstrated organization and prioritization skills and proven attention to detail are essential


• Innovative problem-solving, negotiation and written & oral communication skills.

The ideal candidate would also have experience in:

• HUD 811 Programs


• Strong working knowledge of HUD industry software systems such as REAC, EIV, and TRACS systems.


• Knowledge of GAAP and other principles related to accounting and finance.


• Familiarity with HUD Occupancy Handbook 4350.3 and affordable housing programs.

This position will report to our Innsbrook office in Glen Allen, VA.

This position will close at midnight on 10/14/2026

Hiring Range: $82,000 – $111,000

A background and MVR check will be performed as a condition of employment.
