Job summary

The United Illuminating Company, a part of AVANGRID, is seeking a Program Manager - Clean Energy Policy in Connecticut. You will lead coordination of strategic clean energy initiatives, manage regulatory deliverables, and engage with state agencies and stakeholders to advance decarbonization and grid modernization.

The role requires a strong background in utility regulation, cross-functional leadership, and experience with DEEP/PURA proceedings.

Qualifications

• Bachelor's degree in Engineering, Environmental Science, Public Policy, Business, Economics, or a related field; eight years of relevant experience.
• Demonstrated experience leading complex cross-functional initiatives from strategy through implementation.
• Proven ability to develop business cases, evaluate program economics, and support regulatory decision-making.
• Experience communicating strategy and delivering measurable results to executives and external stakeholders.
• Experience supporting regulatory proceedings, including filings, testimony, and regulatory strategy.
• Experience working across matrixed organizations and with dispersed teams.

Responsibilities

• Lead cross-functional coordination for Connecticut DEEP, PURA, and legislative initiatives affecting UI, SCG, and CNG.
• Coordinate company participation in CES and statewide energy planning and decarbonization efforts.
• Manage policy development for PBR, Equitable Modern Grid, grid modernization, and utility transformation.
• Support electrification strategies and customer-focused clean energy programs.
• Develop analyses, business cases, executive presentations, regulatory comments, testimony materials.
• Monitor regulatory and market developments and assess impact on company strategy and customers.
• Build relationships with DEEP, PURA, Connecticut Green Bank, and other stakeholders.
• Lead regulatory projects across Regulatory, Rates, Planning, Operations, Customer Programs, Government Affairs, and Finance.
