Job summary

The United Illuminating Company, a part of AVANGRID, is seeking a Program Manager - Clean Energy Policy in Connecticut. You will lead coordination of strategic clean energy initiatives, manage regulatory deliverables, and engage with state agencies and stakeholders to advance decarbonization and grid modernization.

The role requires a strong background in utility regulation, cross-functional leadership, and experience with DEEP/PURA proceedings.

Qualifications

• Bachelor's degree in Engineering, Environmental Science, Public Policy, Business, Economics, or a related field; eight years of relevant experience.
• Demonstrated experience leading complex cross-functional initiatives from strategy through implementation.
• Proven ability to develop business cases, evaluate program economics, and support regulatory decision-making.
• Experience communicating strategy and delivering measurable results to executives and external stakeholders.
• Experience supporting regulatory proceedings, including filings, testimony, and regulatory strategy.
• Experience working across matrixed organizations and with dispersed teams.

Responsibilities

The base salary range for this position is dependent upon experience and location, ranging from $128,320 to $160,400

Job Summary The Program Manager - Clean Energy Policy leads the coordination and execution of strategic clean energy, regulatory, and public policy initiatives impacting AVANGRID's Connecticut operating companies, including The United Illuminating Company (UI), Southern Connecticut Gas (SCG), and Connecticut Natural Gas (CNG). This role serves as a primary liaison across internal business units and external stakeholders to support the Companies' clean energy transition, grid modernization, affordability, resiliency, and decarbonization objectives. This position is responsible for leading cross-functional efforts associated with Connecticut's Comprehensive Energy Strategy (CES), Performance-Based Regulation (PBR) proceedings, Equitable Modern Grid reopener program, electrification initiatives, and other DEEP and PURA regulatory matters. The Program Manager develops strategic recommendations, manages key regulatory deliverables, and supports engagement with state agencies, industry stakeholders, and executive leadership to advance AVANGRID's policy and business objectives.

Key Responsibilities

• Lead cross-functional coordination and strategic support for Connecticut DEEP, PURA, and legislative initiatives impacting UI, SCG, and CNG.
• Lead and coordinate Company participation in the CES and other statewide energy planning and decarbonization initiatives.
• Manage policy development and implementation activities related to PBR, Equitable Modern Grid Reopener, grid modernization, and utility transformation efforts.
• Support electrification strategies, including building decarbonization, transportation electrification, demand flexibility, and customer-focused clean energy programs.
• Develop strategic analyses, business cases, executive presentations, regulatory comments, testimony support, and briefing materials.
• Monitor emerging regulatory, legislative, and market developments and assess impacts on Company strategy, operations, and customers.
• Build and maintain strong working relationships with DEEP, PURA, Connecticut Green Bank, industry organizations, municipalities, and other key stakeholders.
• Lead complex regulatory projects across Regulatory, Rates, Planning, Operations, Customer Programs, Government Affairs, and Finance organizations, ensuring timely delivery of key commitments and objectives.
• Avangrid employees are assigned a system emergency role and in the event of a system emergency are expected to fulfill their assigned role.

Required Qualifications

• Bachelor's degree in Engineering, Environmental Science, Public Policy, Business, Economics, or a related field, with eight (8) years of relevant experience supporting utility regulation, decarbonization, electrification, integrated system planning, or related energy disciplines. An equivalent combination of education and experience may be considered.
• Demonstrated experience leading complex, cross-functional initiatives from strategy development through implementation and benefits realization.
• Proven ability to develop business cases, evaluate program economics, and support investment and regulatory decision-making.
• Experience developing, communicating, and executing organizational, regulatory, or programmatic strategies that deliver measurable business results.
• Experience managing multiple priorities within a matrixed organization, including collaboration across geographically dispersed teams and stakeholders.
• Strong written, verbal, presentation, analytical, and problem-solving skills, with the ability to communicate effectively to executive leadership and external stakeholders.
• Experience supporting regulatory proceedings, including filings, testimony development, discovery responses, rate cases, and regulatory strategy execution.

Preferred Qualifications

• Master's degree in Engineering, Environmental Science, Public Policy, Business Administration (MBA), Economics, Energy Management, or a related field.
• Experience with electric and/or gas utility operations, customer programs, demand-side management, distributed energy resources (DERs), or grid modernization initiatives.
• Knowledge of greenhouse gas (GHG) accounting, emissions reduction strategies, beneficial electrification, and state decarbonization policies.
• Experience managing complex program portfolios, including governance, budgeting, risk management, performance measurement, and reporting.
• Demonstrated ability to build consensus, influence decision-making, and foster collaboration among internal and external stakeholders.Experience presenting to senior leadership, regulators, government agencies, industry associations, and customer groups.
• Understanding of emerging clean energy technologies, including EV infrastructure, energy storage, distributed generation, and non-wires, with experience working within Connecticut's regulatory environment, including PURA/DEEP proceedings, regulatory filings, and testimony preparation or delivery.
