Job description

The Program Manager for the Connecting Adults to Professions and Education (C.A.P.E.) and Rural Healthcare Access Program (R.H.A.P.) supports the implementation and daily operations of adult education and workforce development initiatives. This role is responsible for ensuring accurate program data management, coordinating student onboarding and orientation, and delivering high-quality instruction in both Adult Basic Education (ABE) and Workforce Development Initiatives (WDI). The Program Manager plays a critical role in supporting adult learners and healthcare workforce participants by maintaining compliance with grant requirements, tracking measurable skill gains, and promoting student persistence and credential attainment.

Essential Functions (Job Duties and Responsibilities):
  • Enter, monitor, and maintain accurate student data across required platforms (e.g., TABE, Essential Education, Aztec, NorthStar, grant reporting systems).
  • Track enrollment, attendance, measurable skill gains, level gains, credential attainment, and workforce outcomes.
  • Ensure compliance with state, federal, and grant-funded reporting requirements.
  • Maintain confidentiality of student records in accordance with FERPA and institutional policies.
  • Facilitate comprehensive program orientations for CAPE and RHAP participants.
  • Coordinate and/or administer required academic and digital literacy assessments.
  • Clearly communicate program expectations, attendance policies, academic requirements, and credentialing pathways.
  • Serve as a point of contact for students during onboarding and initial program engagement.
  • Teach Adult Basic Education courses supporting High School Equivalency preparation, foundational academic skills, and digital literacy as needed.
  • Deliver Workforce Development courses in healthcare pathways and related credential-based training programs as needed.
  • Facilitate engaging synchronous instruction via virtual platforms (e.g., Microsoft Teams, Zoom) and/or in-person formats.
  • Monitor, support, and evaluate student progress in asynchronous learning platforms.
  • Provide academic coaching and support to promote persistence, retention, and credential attainment.
  • Collaborate with the Director on grant-funded initiatives, reporting activities, and community outreach efforts.
  • Participate in relevant professional development opportunities to enhance instructional quality and program compliance.
  • Support special projects and perform other related duties as assigned by the Center for Health Policy.
  • Perform and participate in additional duties as assigned by the Center for Health Policy and the Division of Student Affairs.
Knowledge, Skills and Abilities Required:
  • Strong knowledge of adult learning principles and effective instructional strategies for hybrid (synchronous and asynchronous) learning environments.
  • Demonstrated data management and reporting skills, including tracking enrollment, attendance, measurable skill gains, and credential attainment in compliance with grant requirements.
  • Ability to effectively support and engage diverse adult learners from rural and underserved communities.
  • Strong organizational, communication, and documentation skills with the ability to manage multiple priorities and meet deadlines.
  • Proven ability to collaborate with local, state, and institutional partners while maintaining compliance with College policies and regulatory guidelines.
  • Self-motivated, adaptable, detail-oriented, and committed to excellence in program delivery and student success.
