Job summary

Epitec is seeking a Program Manager 3 to lead a large-scale application modernization project for the State of Ohio. This contract role is hybrid in Columbus, OH, with on-site reporting as needed.

You will direct the rewrite of a legacy .NET application, manage cross-functional teams across development, operations, and security, and ensure delivery within scope, time, and quality targets. Strong PM leadership and stakeholder communication are essential.

Qualifications

• Bachelor's degree in information technology or related field.
• Minimum of 7 years of program or project management experience.
• PMI/PM certification required (PMP/PMI-ACP or equivalent).
• Experience leading large-scale software modernization initiatives.
• Proven ability to lead cross-functional teams.
• Strong communication and stakeholder management skills.
• Experience with estimation, planning, scope, risk, and budgets.

Responsibilities

• Lead end-to-end delivery of a software application rewrite and modernization project.
• Develop comprehensive project plans with scope, timelines, milestones, resources, budgets, and deliverables.
• Apply project management methodologies promoting collaboration, governance, and continuous feedback.
• Manage project scope, risks, dependencies, and budget.
• Oversee planning, analysis, design, development, testing, and implementation activities.
• Communicate project status, milestones, and risks to sponsors and stakeholders.
• Coordinate efforts across development, operations, security, and business teams.
