PROGRAM MANAGER

Description Of Services
The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this contract.
The contractor shall provide program management support to the 711 HPW Defense Health Program Research Portfolio, Human Effectiveness Directorate, Air & Space Biosciences Division, 711 HPW/RHB. The 711 HPW is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The Wing’s organizations provide research and consultative capability for aeromedical, space, chemical, biological, and radiological health hazard needs, as well as research for the Air Force Medical Service. The research supports Air Force Medical Command (AFMed) research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
1.1 Qualifications
1.1.1 Mandatory Qualifications
1.1.1.1 The contractor employee shall possess a minimum of a bachelor’s degree in a business field.
1.1.1.2 The contractor employee shall possess a minimum two (2) years demonstrated experience with Comprehensive Cost and Requirements System (CCaR).
1.1.1.3 The contractor employee shall possess at least three (3) years of demonstrated experience in Project Coordinator/ Management and/or Medical Program/Project Management.
1.1.1.4 The contractor employee shall be proficient in the use of Microsoft software programs, to include Word, Outlook and PowerPoint, and Project Word documents, Excel spreadsheets, and PowerPoint presentations.
1.1.1.5 The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
1.1.2 Highly Desired Qualifications
1.1.2.1 Three (3) years of experience of program/project management across the current Biosciences or AFMS research portfolio
1.1.2.2 A.I. Prompt Engineering Certification
1.1.2.3 Two (2) years of experience managing microneedle research projects.
1.2 Tasks
1.2.1 The contractor employee responsibilities shall include program management expertise to support day to day operations within the Wing & Air Force Medical Service Research portfolio, to include applying acquisition and program management principles and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle. The contractor employee shall follow in-place, and help develop, administrative and monitoring support tools, as required, to perform daily operations associated with establishment, maintenance and oversight of medical research and modernization projects.
1.2.2 The contractor employee shall participate and provide guidance in the development of strategic and tactical acquisition planning by defining the scope, cost, schedule, and performance parameters necessary to successfully execute projects within the Airman Biosciences Division portfolio.
1.2.3 The contractor employee shall plan, organize, and coordinate activities of functional specialists, including scientist, engineering, contracting, program control, test, and logistics.
1.2.4 The contractor employee shall collect, analyze, and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
1.2.5 The contractor employee shall research and engage in learning defense acquisition and aerospace medical research policies and regulations and recommend appropriate action consistent with those guidelines.
1.2.6 The contractor employee shall be/become familiar with research processes including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor shall proofread and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.
1.2.7 The contractor employee shall identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk.
1.2.8 The contractor employee shall conduct all necessary contracting activities required to support project contract awards within the portfolio, to include preparing a statement of work and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.
1.2.9 The contractor employee shall design, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
1.2.10 The contractor employee shall utilize financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities.
1.2.11 The contractor employee shall perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
1.2.12 The contractor employee shall provide technical guidance, advisory support, and assistance on a wide range of research management issues.
1.2.13 The contractor employee shall support the organization at the executive levels within the Government and to contract/industry representatives. If requested, the contractor employee shall participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing.
1.2.14 The contractor employee shall support the expansion of electronic products required for project reporting and management oversight delivered to Major Commands, management officials, and identified program/project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).
2.0 Services Summary
Contractor performance will be measured against the Acceptable Quality Levels in the Services Summary. Along with the quarterly surveillance conducted by the 711 HPW/OMP program managers, performance will be reported in the Contractor Performance Assessment Reporting System (CPARS).

3.0 Base Support
The contractor shall be provided office/laboratory space, furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.
4.0 General Information
4.1 Work will be accomplished at 2800 Q Street, Bldg. 837, WPAFB, OH 45433 beginning on 30 September 2024. Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.
4.2 Work schedule is normally M-F 0730-1630; however there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.
4.3 The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in the PWS. Additionally, the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this contract, the Contractor shall notify the Contracting Office (CO) immediately.
4.4 Information Regarding Non-US Citizens Assigned to this effort –
- Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
- For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires a U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:
- Contractor employees who are U.S. citizens performing work under this contract.
- Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Any additional access restrictions established by the IT network/system owner apply.
5.0 Other Direct Costs And Travel
Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the COR two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Contracting Officer and/or Contracting Officer Representative without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. Contractor shall bill the government as reimbursable expense in accordance with the Joint Travel Regulation (JTR) applicable for the appropriate geographical area for non-local travel costs incurred as a result of a request by the government to execute the task requirements. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Program Manager and COR for review prior to travel.
6.0 Security
6.1 Individual SECRET Clearances IAW DD254. The Contractor shall obtain a U.S. security clearance at the minimum level of "Secret" for all contractor personnel required to have access to classified information or require IT-II level access. Onsite contractor personnel should have an active clearance prior to reporting for duty in support of any task order. Interim clearances for newly hired personnel shall be processed as expeditiously as possible since some contractor personnel will be required to utilize the SIPRNET and process classified materials; however this will be on a case-by-case basis. Such clearance must be obtained through the Defense Investigative Services.
6.2 The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract. The contractor shall also
participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
6.3 All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.
7.0 Deliverable
7.1 Contractor Progress, Status and Management Report (PSMR). On a monthly basis, the contractor shall provide a status report with each monthly invoice. The information will be on project status and describe the work accomplished. The report will include financial status describing hours and costs expended per individual during the current period as well as cumulative hours and costs through the current reporting period. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The Report Shall Have Five Sections
- Project Title, Time Period of report, Date
- Performance: Current status of deliverables, measured against project expectations.
- Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
- Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e. large initial equipment purchase, followed by labor related costs.)
- Risk: Are there known or anticipated opportunities or events that will or can affect project.
7.2 Technical Report – Study/Services
7.2.1 All reports and data shall be submitted in a non-proprietary, easily transferrable format.
7.2.2 All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.

9.0 CONTINUATION OF ESSENTIAL DoD CONTRACTOR SERVICES DURING A
CRISIS: The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared, the Contracting Officer, or his/her representative, will verbally advise the Contractor of the revised requirements, followed by written direction.
