Program Manager 2

Annapolis Junction, MD

OPS Consulting is seeking a Program Manager 2 responsible for the successful cost, schedule, and performance of an upcoming award in Annapolis Junction, MD. The Program Manager will serve as the main point of contact for the Contracting Officer (CO), Contracting Officer's Representative (COR), the customer program manager, and senior management. The Program Manager will contribute to program efforts in several areas, including:

• Allocating resources (staffing, facilities, and budgets) on the contract.
• Reviewing and approving all earned value, Estimate To Complete, Funds and Man-hour Expenditure Reports, or other financial reports as appropriate.
• Collaborating with higher-level program managers to ensure effective and efficient management of the contractor’s effort.
• Reviewing risk and risk mitigation activities and allocating budgets accordingly.
• Preparing program status reviews and other formal reviews for presentation.
• Reviewing all financial and technical reports.

Required Skills:

• Ten (10) years of experience managing programs and contracts of similar scope, type, and complexity.
• Must possess a PMP, FAC-P/PM Senior Level, or DAWIA Level 2 certification in Program Management.
• Direct experience managing multi-task contracts and subcontracts of various types and complexities, as well as leading multi-vendor environments.
• Knowledge of FAR, DFAR, DoD 5000 series, and ICD 801 policies.
• Demonstrated experience in requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
• At least one year of experience managing and controlling funds and resources using complex reporting mechanisms such as Earned Value Management.

Security Clearance:

• A current TS Security Clearance with a polygraph is required. Candidate must meet eligibility requirements for access to classified information.

Pay Range: $49,996.80 - $290,004.00

Pay ranges are guidelines and not guaranteed final salaries. Determination of compensation depends on factors such as position level, responsibilities, location, experience, education, certifications, and contract wages.
