Position Overview:

We are seeking an experienced Program Manager to support Commander Navy Installations Command (CNIC) at its Headquarters located at the Washington Navy Yard. CNIC is the Navy’s single installation management organization, responsible for delivering standardized policies, funding, and oversight of shore installation support critical to sustaining the Navy’s operational readiness and mission execution.

The Program Manager will oversee and coordinate all activities required to maintain effective command, control, and communications (C3) operations at the Headquarters level. This includes managing watch-standing operations, systems administration, emergency management planning, and training program oversight to ensure operational continuity and the safety of the Fleet, Fighter, and Family.

Key Responsibilities:

• Provide day-to-day program leadership, oversight, and coordination of all tasks supporting CNIC Headquarters.
• Manage C3 operations, including command and control watch-standing, systems operation and administration.
• Lead planning and policy development for emergency management and dispatch center operations.
• Oversee the design, implementation, and maintenance of training programs to ensure personnel readiness.
• Serve as the primary liaison between CNIC leadership, stakeholders, and operational teams, ensuring alignment with Navy-wide policies and strategic objectives.
• Develop and present reports, briefings, and performance metrics to CNIC leadership as required.
• Ensure compliance with Navy regulations, federal mandates, and security protocols.
• Supervise and mentor staff assigned to program tasks, ensuring high standards of performance and accountability.

Qualifications:

• Active DoD Secret security clearance (Top Secret preferred).
• Bachelor’s degree in Public Administration, Business, Emergency Management, or a related field (Master’s preferred).
• Minimum of 5–7 years of experience managing military, government, or defense-related programs, with a strong focus on operations and emergency management.
• Proven experience supporting Navy or DoD clients, particularly within CNIC or shore installation support.
• Exceptional leadership, organizational, and communication skills.
• Demonstrated experience in developing policy guidance, managing budgets, and delivering large-scale programs.
• Knowledge of Navy operations, command structures, and C3 systems strongly preferred.

This position is located onsite at CNIC Headquarters, Building 111, Washington Navy Yard. It requires the ability to work in a fast-paced, secure environment and may involve occasional after-hours or emergency response coordination.
