Job summary

Homeless Youth Connection is seeking a Program Manager to evaluate program effectiveness and support development of services for youth experiencing homelessness. The role includes supervising youth coaches, ensuring quality documentation, and coordinating training and resources.

The position also supports advocacy, grant research, and reporting, while representing HYC at community meetings and Continuum of Care events. A diverse, collaborative, hybrid-work environment is offered.

Qualifications

  • Bachelor’s degree in social services or related field and 4+ years progressive social services experience.
  • MSW degree is preferred for higher level practice and supervision.
  • Experience supervising youth-serving staff is preferred.

Responsibilities

Job description

Summary of Job Activities:


This position is responsible for evaluating program effectiveness and ensuring best practice in providing services to youth experiencing homelessness, as well as supporting program development/expansion. This individual will be responsible for supervision, training, and support of youth coaches. This position is responsible for oversight and implementation of assigned program projects, such as the coordination of equipment distribution, our outreach initiative, and the youth advisory council.


In addition, the Program Manager will support agency advocacy work in the community, developing beneficial relationships for the agency and youth. The Program Manager will be responsible for agency programs and funding compliance, as well as supporting grant research, writing, and reports.


Essential Responsibilities


  • Provides onboarding, training, support and supervision of team of youth coaches

  • Provides oversite of youth coach caseloads, ensuring quality and consistency of services.

  • Ensures appropriate, complete, and timely documentation of services

  • Identifies needed training; and conducts the training or secures trainer(s)

  • Responsible for keeping youth coach procedure manual current

  • Identifies and provides resources and tools for youth coach team; and tracks or documents as needed – ie resource index, toolkit, wifi access, computers, transportation, etc.

  • Attend and participate in regular youth services department team meetings

  • Act as an extension to youth coaches when required; may include conducting intakes, assisting with housing referrals, transporting to appointments, setting up transportation, accompanying students, etc.

  • Serves as back-up in providing crisis intervention when Director of Youth Services is unavailable

  • Serves as agency liaison with business community interested and committed to providing services to HYC youth such as medical / vision / dental services, and others as appropriate

  • Conduct weekly supervision with youth coaches

  • Conduct student case file review

  • Conduct biannual evaluation of youth coaches

  • Oversee recruitment, supervision and evaluation of interns, as needed.


Compliance & Grant Support


  • Serves as HMIS administrator

  • Participates in the Continuous Quality Improvement of the HYC program

  • Assists with data collection, statistical analysis, monitoring for compliance and preparing reports (HMIS, funder reports)

  • Contributes to grant research, writing and reports.


Advocacy


  • Works in concert with Development Department as requested

  • Represent HYC with program related community groups / businesses with focus on program/youth/homelessness including employment track relationships

  • Serve as HYC representative at MAG Continuum of Care and other community meetings and advocacy groups involving ending youth homelessness.

  • Conduct agency presentations as directed and appropriate

  • Support agency’s work with Minor Consent Bill and other legislation as directed

  • Attend and participate in conferences / workshops as appropriate

  • Engage school liaisons regarding intake procedural requirements and training as needed


Program Development


  • Evaluate and identify improvements for program best practice

  • Contribute to program development

  • Contribute to policy and procedure implementation

  • Provide training as needed to support program development – i.e.. employment track, first year college students, etc.

  • Contribute to agency expansion regionally; participate in research, discussion, and implementation as assigned


Related Duties


  • Understands reporting laws of the State of Arizona; abides by rules and confidentiality; practices social services standards of ethics

  • Other duties as assigned


Skills & Abilities Required


  • Willingness and ability to function in a structured work environment while being able to adapt to flexible hours and emergency situations

  • This position follows a hybrid work model that combines in-office, in the field and work from home arrangements.

  • Excellent critical thinking skills

  • Excellent organizational skills (records, files, schedules, other)

  • Proficient in general office procedures and practices

  • Ability to work under strict deadlines and to change priorities as needed

  • Fluent knowledge of Microsoft Word and Excel

  • Knowledge of HMIS and SharePoint (preferred)

  • Excellent writing and proofreading skills

  • Ability to conduct public speaking engagements/presentations/training

  • Ability to communicate and work with diverse populations (board, staff, volunteers, clients)

  • Ability to give feedback on processes and accept constructive criticism

  • Ability to lift 25 lbs


Education, Training, Experience and Testing

Required:



  • Bachelor’s Degree (Masters preferred) in social services or a related field and a minimum of 4 years progressively responsible related work experience in social services

  • Supervisory experience

  • Reliable personal transportation with current registration and insurance coverage

  • Two years of experience working with high school and/or transition-aged youth


Preferred


  • MSW degree preferred

  • Experience working with the homeless or impoverished; general knowledge of poverty-related social issues and government services

  • Two years of supervisory experience

  • Bilingual in English and Spanish
