Job summary

Moodys NWC is seeking a Program Manager to lead a large-scale platform re-build for an enterprise client in a regulated industry. The role centers on re-architecting the on-premises system into a cloud-native platform, retiring legacy tech, and improving UX across user groups.

The program spans four stages with phase gates, from discovery to compliant deployment. You will balance delivery, executive stakeholder management, product leadership, and commercial governance in a complex environment.

Qualifications

  • 10+ years of enterprise Program Management or Delivery Leadership.
  • 5+ years leading enterprise programs exceeding $2M budgets with 25+ team members.
  • Experience delivering legacy-to-cloud modernization or enterprise platform rebuilds.
  • Experience with embedded client delivery models.
  • Strong knowledge of AWS Cloud and cloud-native patterns.
  • Experience with Domain-Driven Design and Microservices.
  • Proven leadership of distributed onshore/offshore teams.

Responsibilities

Program Manager – Cloud Platform Modernization

Location: Plano, TX - Fully onsite

Role Overview

We are seeking a Program Manager to lead a large-scale platform re-build for an enterprise client in a highly regulated, compliance-intensive industry. The client operates a mature on-premises system that has accumulated a decade-plus of business logic. The mandate is to re-architect and rebuild it as a cloud-native platform—retiring legacy technologies, modernizing the user experience across several distinct user populations, and introducing new capabilities that do not exist today.

This is deliberately not a lift-and-shift. The program is structured across four stages with formal phase gates, moving from discovery and target-state architecture through foundation build, a multi-domain production build, and a compliance-hardened deployment path.

This is an embedded consulting role where you will function as a trusted member of the client's program organization while representing Moodys NWC's delivery excellence. Success requires balancing delivery accountability, executive stakeholder management, product leadership, and commercial governance in a complex enterprise environment.

  • Drive formal phase-gate readiness and milestone acceptance throughout the program lifecycle.
  • Lead globally distributed engineering teams across Architecture, Backend, Frontend, Mobile, UX, DevOps, and Quality Assurance.
  • Coordinate delivery across client-owned engineering organizations through influence rather than direct authority.
  • Manage executive reporting, governance meetings, risk registers, issue management, and escalation processes.
  • Ensure commercial success by managing scope, milestone acceptance, change requests, and delivery commitments within a fixed-fee engagement model.
  • Lead discovery activities including current-state assessment, workflow mapping, integration analysis, and non-functional requirement definition.

Client Engagement

  • Embed within the client's governance structure, delivery cadence, and operating model.
  • Build trusted partnerships across Product Management, Engineering, Security, Compliance, Operations, Finance, and Executive Leadership.
  • Serve as the strategic delivery partner for client leadership.
  • Represent program progress, risks, dependencies, trade-offs, and executive decisions within steering committees.
  • Address delivery risks proactively while maintaining strong client relationships and delivery transparency.

Required Qualifications

  • 10+ years of enterprise Program Management or Delivery Leadership experience.
  • Minimum 5 years leading enterprise programs exceeding $2M budgets with 25+ team members.
  • Demonstrated success delivering legacy-to-cloud modernization or enterprise platform rebuild initiatives.
  • Experience working within embedded client delivery models.
  • Strong understanding of AWS Cloud, cloud-native architecture, Infrastructure as Code, container platforms, identity management, managed cloud services, and event-driven architecture.
  • Experience with Domain-Driven Design (DDD) and Microservices Architecture.
  • Proven leadership managing distributed onshore and offshore delivery teams.
  • Experience delivering within fixed-price, milestone-driven commercial engagements.
  • Strong Product Management capabilities including backlog management, prioritization, roadmap planning, and stakeholder management.
  • Executive-level communication and presentation skills.
  • Ability to influence without authority across large enterprise organizations.

Strongly Preferred

  • Experience within highly regulated industries such as Financial Services, Government, Healthcare, or Public Sector.
  • High-availability distributed systems.
  • Enterprise billing or financial modernization initiatives.
  • AI-assisted Software Development Lifecycle (AI-enabled SDLC).
  • Web and native mobile platform modernization.
  • PMP, PgMP, or SAFe certifications.

Our compensation reflects the cost of labor across several US geographic markets. The salary for this position ranges from $130,000 in our lowest geographic market up to $140,000 in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience.
