Description:
The Program Manager will be responsible for overseeing and managing the administrative, managerial, logistical, and integration aspects of a large-scale government contract. This role requires a highly skilled individual with extensive experience in project and program management, particularly within the Government IT sector. The Program Manager will serve as the primary point of contact for ensuring compliance with all contract requirements and will be responsible for monitoring program performance, assessing risks, and proposing solutions.
Rate: ($80/hr.- $90/hr. W2)

Key Responsibilities:
Program Management:
Develop, deliver, and maintain a comprehensive Project Management Plan and Integrated Master Schedule.
Organize and oversee daily program tasks throughout all stages of the program lifecycle.
Ensure alignment of program deliverables to program outcomes for operational efficiency.
Reporting and Communication:
Provide a monthly Program Status Report (PSR) detailing activities, milestones, and deliverables.
Prepare and deliver a senior management level monthly Program Progress Review (PPR) summarizing task activities, issues, and performance metrics.
Support communication efforts to Judiciary customers and stakeholders.
Quality and Risk Management:
Establish and manage program milestones, ensuring targets are tracked and escalated when at risk.
Develop and implement a Quality Control Plan to define program controls and maintain quality standards.
Document and manage risks, issues, and corrective actions, serving as a communication and escalation point for the Government.
Team Coordination:
Coordinate the efforts of subcontractors and team members to ensure program objectives are met.
Ensure adequate coverage and continuity in instances when the primary Program Manager is unavailable.
Experience Requirements:
Minimum Qualifications:
Certification and Experience:
Project Management Professional (PMP) certification.
Minimum of ten (10) years of total project management-related experience.
At least three (3) years of experience as a Program Manager supporting a large Government organization.
Industry Knowledge:
Minimum of five (5) years of experience in the Government IT industry, including familiarity with policies, procedures, technical standards, and methods.
Technical Proficiency:
Minimum of seven (7) years of experience with MS Project, SharePoint, and other project management tools.
Management Skills:
Minimum of seven (7) years of experience coordinating the efforts of subcontractors and team members.
Minimum of seven (7) years of experience with general management and auditing techniques for problem identification, information analysis, solution development, and plan implementation.
IT Environment Management:
Minimum of five (5) years of experience in planning, managing, and providing guidance pertaining to IT environments.
Quality Assurance:
Minimum of seven (7) years of experience and accountability for the technical correctness, timeliness, and quality of deliverables, and the implementation and measurement of corporate and client quality standards and methodologies.
Education Requirements:
Bachelor's degree required + 13 years of experience
Master's degree required + 10 years of experience
Project Management Professional (PMP) certification required.
Skills, experience, and other compensable factors will be considered when determining pay rate. The pay range provided in this posting reflects a W2 hourly rate; other employment options may be available that may result in pay outside of the provided range.
