The Metropolitan St. Louis Sewer District is seeking an experienced leader to oversee the Planning Division's Capital Project Planning Program. You will guide hydraulic modeling, preliminary design of capital projects, and cross-functional coordination with public officials and other departments.

Qualifications

  • Bachelor's degree from a recognized college or university with major course work in engineering.
  • Eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience.
  • Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.

  • Plan, organize and direct all activities of a program as required to achieve program goals.

Job description

Planning Division - Capital Project Planning Program is responsible for developing/maintaining hydraulic models of the collection system and the identification/preliminary design of capital improvement projects to address deficiencies in the storm and sanitary collection system, pump stations, storage facilities and treatment facilities.

Essential Functions
  • Provides leadership and manages the daily operations of a program within the Engineering Department.
  • Directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan.
  • Plan, organize and direct all activities of a program as required to achieve program goals.
  • Manage and supervise the daily activities of personnel assigned to the program.
  • Coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials.
  • Maintain records and prepare reports.
  • Regular functions may include but are not limited to coordinating activities with District legal staff, coordinating activities with other Departments within the District, attend and/or conduct public hearings and presentations.

  • Perform related duties as required or delegated by supervisor
Training and Experience
  • Bachelor's degree from a recognized college or university with major course work in engineering as deemed appropriate for the related program.
  • Eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience.
  • Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.
Desired Knowledge, Skills and Abilities
  • Considerable management and technical knowledge of program area.
  • Considerable skill in management techniques and application.
  • Thorough knowledge of the District rules, regulations, policies and procedures as they relate to the program.
  • Considerable skill in maintaining effective working relationships with consulting engineers, contractors, private developers, governmental officials, the general public and District personnel.
  • Extensive oral and written communication skills.
  • Considerable skill in planning, supervising and coordinating the work of others.
  • Considerable skill in preparing technical reports and maintaining records.
  • Good knowledge of spreadsheet, word processing and design software.
Special Requirement
  • Licensure in the State of Missouri for the position's field of expertise.
  • Must possess a valid driver's license issued by the state in which the employee resides.
  • Pursuant to MSD's "Substance Abuse Policy and Procedures", this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
  • Employees of MSD must have a meets expectations.
