Job summary

US Army Corps of Engineers seeks a qualified professional to lead project and program management efforts across the district. You will apply established policies to align schedules, budgets, and resources, and develop standardized processes.

You will oversee a large P2 database for hundreds of projects, guiding information flow and delivering training or guidance as needed. Supervisory duties and compliance with CDP are essential.

Duties

• Applies a wealth of project management knowledge to achieve scheduling, funding, and programs goals in providing expert advice.


• Develops the District's overall project management plan to ensure a uniformity of project management processes for P2 data entry and reporting, for District programs.


• Responsible for P2 database management for resources, programming and execution for approximately 650 plus projects.


• Evaluates flow of information, identifies areas where confusion, and/or misinformation exist, develops necessary guidance and when necessary recommends/develops and oversees formal or informal training as appropriate.


• Supervises and directs employees in their management of various complex administrative, technical, and professional services programs and projects through the control of the P2 Requirements.

• This position has been designated as performing Project and/or Program Management functions. Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification.


• This position has a Temporary Duty (TDY) or business travel requirement of occasional % of the time.


• This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.


• Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience

One year of specialized experience which includes: 1) Applying policies, procedures, and guidance related to project schedules and/or work breakdown structure; AND 2) Analyzing project management databases for changes in resources, budgets, and/or schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
