Job summary

# **Program Manager**FEMA Program Management Services# Position OverviewThe Program Manager will provide overall leadership, strategic direction, and operational oversight for program management services supporting the client FEMA disaster recovery, Public Assistance, and related emergency management initiatives.The Program Manager will serve as the senior program-level point of coordination among the client, COR3, FEMA representatives, contractors, project teams, and internal leadership. This position will be responsible of ensuring the successful delivery of program objectives, quality, compliance, financial performance, and stakeholder satisfaction.The Program Manager will lead a multidisciplinary team of Project Managers, technical specialists, analyst, and program support staff, establishing a culture of accountability, collaboration, responsiveness, and continuous improvement.# Key Responsibilities* Provide overall leadership, strategic direction, and operational oversight for FEMA program management services.* Lead and coordinate Project Managers, technical specialists, analysts, field staff, and other program personnel.* Establish and monitor program priorities, milestones, performance objectives, deliverables, and quality standards.* Oversee program scope, schedule, budget, resources, risks, issues, and overall performance.* Serve as a primary senior-level point of contact with the client, COR3, FEMA, contractors, and other key stakeholders.* Provide program-level oversight of FEMA Public Assistance, disaster recovery, infrastructure recovery, and related grant management activities.* Ensure compliance with FEMA requirements, federal regulations, contractual obligations, and applicable client policies and procedures.* Review and oversee program reporting, dashboards, performance metrics, executive briefings, and other management deliverables.* Identify and resolve program-level risks, issues, dependencies, and operational challenges, escalating matters as appropriate.* Promote accountability, collaboration, customer service, quality, and continuous improvement across the program.# Required Qualifications* Bachelor’s degree in Engineering, Construction Management, Project Management, Business Administration, or a related field. Travel within Puerto Rico and, when required by the contract.
