Job summary

IronArch Technology LLC in Kentucky is seeking a highly organized Program Manager to lead the execution of a large-scale government contract, providing strategic program leadership across multiple agile product teams delivering Veteran-facing digital health experiences.

The role involves overseeing program execution, dependencies, cross-functional coordination, and quarterly/ monthly reporting, while guiding continuous improvement and high-quality delivery in support of VA modernization efforts.

Qualifications

  • Bachelor’s degree in a related field required.
  • 8–10 years of project or program management experience supporting complex federal technology programs.
  • 5+ years of experience leading multiple agile product teams supporting high-profile, user-facing digital products, preferably within healthcare or digital health environments.
  • Experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or other federal civilian agencies.
  • Demonstrated experience managing project budgets, schedules, staffing, and contract performance.
  • Strong understanding of Agile delivery, sprint planning, backlog management, release planning, and product lifecycle management.

Responsibilities

  • Serve as the primary point of contact for Government partners, subcontractors, and internal leadership
  • Manage integrated program schedules, milestones, deliverables, risks, issues, assumptions, and dependencies
  • Coordinate execution across cross-functional product, engineering, design, research, analytics, and operations teams.
  • Support product owners and delivery teams in planning sprint goals, release schedules, and long-term delivery roadmaps.
  • Oversee contract performance to ensure deliverables are completed on time, within scope, and in accordance with contract requirements
  • Develop and deliver recurring program reports and dashboards, including; Monthly Delivery & Monitoring Reports, Monthly Analytics Reports, Product Management Lifecycle updates, Documentation update reports
  • Track program health using key performance indicators, including schedule performance, risks, customer satisfaction, team velocity, analytics, and operational metrics
  • Coordinate kickoff meetings, recurring stakeholder meetings, executive briefings, and status reviews
  • Develop trusted relationships with VA leadership and communicate program status, accomplishments, risks, and mitigation strategies
  • Support financial planning, contract management, staffing forecasts, and budget tracking
  • Coordinate onboarding and offboarding activities for program personnel
  • Supervise project personnel while fostering a collaborative, inclusive, and high-performing team culture
  • Identify opportunities for process improvements, operational efficiencies, and continuous improvement across delivery teams
  • Support workforce development, mentoring, and employee engagement initiatives
  • Contribute to business development efforts, including proposal reviews, technical volumes, staffing strategies, and past performance narratives
  • Perform additional duties and special projects as assigned

Job description

IronArch is seeking a highly organized and results-oriented Program Manager to lead the execution of a large-scale government contract. In this role, you will assist in various project management support services. This individual will provide strategic program leadership across multiple agile product teams responsible for delivering Veteran-facing digital health experiences.

The Program Manager will oversee program execution, manage priorities and dependencies, coordinate cross-functional teams, and ensure successful delivery of contract objectives. This role serves as a trusted advisor to government partners, delivery teams, and teaming partners while driving operational excellence, continuous improvement, and high-quality delivery across the program. The position also leads recurring contract reporting, cross-collaborative programmatic tiger teams, product lifecycle governance, and overall program health in support of VA’s digital modernization initiatives.

Key Responsibilities

Requirements
Preferred Experience

  • Experience with GitHub and Mural
  • Experience developing executive-level reports and performance metrics
  • Exceptional communication, facilitation, stakeholder management, and organizational skills
  • Proven ability to lead cross-functional teams and influence stakeholders at all organizational levels
  • Self-starter with demonstrated ability to manage multiple priorities in a fast-paced environment
  • Experience managing staff and conducting performance reviews
