Job description

SAIC is seeking a Program Manager (PM) to serve as the primary point of contact and single point of accountability for the DC3 Technical, Analytical, and Business Operations (TABO) Task Order supporting the DC3 Information Technology (XT), Chief Information Officer (CIO), Authorizing Official (AO), and Cybersecurity (CS) Directorates. This opportunity supports the DoD Cyber Crime Center (DC3) — a Federal Cyber Center that delivers cyber capabilities to law enforcement, cybersecurity, and national security partners across the government.

This is a fully onsite position (Linthicum, MD); REQUIRES a TS/SCI and PMP Certification.

The contract provides IT infrastructure, cloud/hybrid architecture, DevSecOps, data strategy, AI/ML, and cybersecurity support across DC3 facilities in Maryland, Texas, Alabama, and Japan. Contractor teams are directly responsible for building, maintaining, securing, and defending DC3's global IT enterprise — from enterprise architecture and cloud migration to incident response and compliance with DoD cybersecurity frameworks — ensuring DC3 can continue its mission-critical cyber operations.

The PM will provide overall management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in the PWS. The PM will facilitate Government and Contractor communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government, and ensure all tasks are accomplished in accordance with the PWS. The PM is responsible for the quality and efficiency of the Contractor's performance and shall assist the Government with all financial and business processes of the PWS, excluding inherently Governmental functions.

Key Responsibilities:

• Provide overall management and oversight of all contractor and subcontractor personnel activities to satisfy all PWS requirements
• Facilitate Government and Contractor communications using industry-best standards and proven methodologies
• Track and document requirements and activities to allow for continuous monitoring and evaluation by the Government
• Ensure all tasks are accomplished in accordance with the PWS
• Maintain the authority to make decisions for the Contractor's organization in response to Government issues, concerns, and comments; commit the prime Contractor's organization
• Proactively alert the Government to potential contractual, programmatic, and resource limitation issues
• Develop, maintain, and update the Program Management Plan (PMP), Stakeholder Communication Plan, and Risk Management Plan (RMP)
• Schedule, coordinate, and host the Kick-Off Meeting within 10 business days of award
• Develop and provide Monthly Status Reports (MSRs) by the last business day of each month and present at Monthly Technical Status Meetings
• Notify the XT and CS Directors, Deputy Directors, or COR via Problem Notification Reports (PNRs) of any technical, personnel, or managerial problems encountered
• Manage seamless transition-in (IOC within 45 business days, FOC within 90 business days of award) and transition-out activities
• Ensure 100% compliance with Key Personnel qualifications requirements and 100% of MSRs submitted on time
  

Qualifications

Required Qualifications

• US Citizen and Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
• Project Management Professional (PMP) certification
• Bachelors Degree and 10 or relevant years of experience in lieu of degree
• Minimum 5 years of experience overseeing and determining manpower requirements for projects of similar size and complexity, consisting of a diversity of technical skill sets and labor categories
• Minimum 5 years of experience performing financial and performance monitoring of contracts (e.g., performance metrics)

Desired Qualifications

• Experience managing IT and cybersecurity programs in a DoD or Intelligence Community environment
• Familiarity with GSA Multiple Award Schedule (MAS) contract vehicles and FFP task order management
• Experience with DevSecOps, hybrid cloud infrastructure, and Security Operations Center (SOC) programs
• Experience working with DC3, AFDW, or similar DoD cyber mission organizations
