Job summary

Employ Prince George’s (EPG) is seeking a results-driven Program Manager to provide strategic oversight, quality, and impact of workforce development programming in Maryland.

The manager leads the design and implementation of programs, ensures funding and grant compliance, and aligns each initiative with EPG’s mission to serve participants effectively.

This on-site role offers the chance to influence local outcomes through data-driven improvements and strong partnerships with employers.

Qualifications

  • 5+ years in workforce development or related nonprofit program management.
  • Experience managing programs funded by government grants (e.g., WIOA) or private foundations.
  • Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word) and data platforms.
  • Strong project management, data analysis, and communication skills.
  • Ability to assess performance, identify gaps, and implement improvements.

Responsibilities

  • Design, implement, and continuously improve workforce development programs to meet participant and labor market needs.
  • Set annual program goals (e.g., KPIs and outcome targets), track and report progress.
  • Ensure programs comply with funder, state, and federal requirements (e.g., WIOA, grant conditions).
  • Build a strong internal culture of accountability, collaboration, and participant-centered service.
  • Cultivate and maintain relationships with employers, training providers, and community partners.
  • Represent the organization at community, employer, and funder meetings.
  • Oversee program data collection and case management systems.
  • Prepare reports for funders, board, and leadership on outcomes and impact.
  • Use data to identify gaps and drive program improvements.
  • Manage program budgets in partnership with finance.
  • Ensure grant deliverables and compliance requirements are met on time.
  • Support proposal development and reporting for new/renewed funding.

Selection Criteria
  • Bachelor's degree in Business or Human Services or related field (equivalent professional experience in lieu of education)
  • 5+ years in workforce development, employment services, education, or related nonprofit program management
  • Experience managing programs funded by government grants (e.g., WIOA) or private foundations
  • Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word), CRM or applicant-tracking systems, workforce data platforms (MWE)
  • Strong project management, data analysis, and communication skills
  • Ability to assess performance, identify gaps and implement improvements
  • Demonstrated success in managing multiple projects with accuracy and efficiency
