A leading company in the defense sector seeks a skilled Program Manager with strong technical and programmatic expertise to support the U.S. Navy. Astrion has an exciting opportunity for a Program Manager with technical and programmatic acumen to support the US Navy and Naval Surface Warfare Center Dahlgren Division located in Dahlgren, Virginia.
REQUIRED QUALIFICATIONS / SKILLSU.S. Citizen with ability to maintain a minimum Secret clearance in accordance with DoD regulations.
Bachelor's degree from an accredited college or university; advanced degree preferred.
15 years of experience, 5 years of which must be in a supervisory role as a Team Lead, Project Manager or Supervisor over a minimum of ten (10) personnel.
Comprehensive knowledge of policies, procedures, best practices and roles and relationships within the Department of Defense (DOD) and Department of the Navy (DON) is essential.
Experience working with the NAVSEA, PEO IWS, NAVAIR, combat system program offices to design, develop, test, evaluate, operate and/or sustain combat systems and/or weapon systems.
Possesses the ability to effectively communicate orally and in writing, providing quality program documentation including but not limited to technical briefings, documents and plans such as a Plan of Action and Milestones (POA&M).
The individual must be able to support Program Management Reviews (PMRs), senior level meeting/reviews, and customer visits at all organizational levels.
Project Management Professional (PMP) course work, certification, or Integrated Product Team (IPT) Leadership experience.
Knowledge of support activities that assist Government program managers in assessing program cost, schedule, and risks, recommending viable solutions to problems, and helping implement alternative Courses of Action (COAs).
Ability to identify areas of need and advise on software and/or hardware solutions to add value to the programs, customers and stakeholders that we support.
Willingness to travel, on occasion, to attend Industry Day events or meet with Government or Contractor customers.
Analyze and monitor program/project health in terms of labor and expenses, deliverables, employee morale, and staffing, and provide recommendations to leadership to meet or exceed contract execution and company objectives.
Develop and deliver program briefings, schedules, and reports to senior management, ensuring effective communication of program status and tasks.
Supervise a growing staff comprised of sixteen (16) employees of various skill levels and disciplines and spread across multiple contracts. Review and approve personnel timesheets and expense reports. Develop annual performance plans for each employee with measurable goals and objectives and recommend compensation adjustments.
Ensure employees adhere to Astrion's code of conduct and best practices, and provide mentorship and training to other team members, as needed.
Stay abreast of the latest NAVSEA trends and work with Astrion Growth Team staff to identify contract opportunity pursuits to develop new business.
Work with Astrion corporate staff to analyze job requirements and promptly fill contract vacancies with exceptional, qualified, and cleared talent.
Maintain productive, positive working relationships with prime contractors, and subcontractor team members to deliver high quality and timely products and services in accordance with the approved contractual budget, schedule, and documented Acceptable Quality Levels (AQLs).
Work with Astrion leadership to support customer visits, analyze current and future customer requirements, capture key business intelligence, support the development of white papers and technical solutions, and respond timely to requests for information (RFIs) and requests for proposals (RFPs).
