Job summary

CMC Partners is seeking an experienced Program Manager to oversee a portfolio of heavy civil and highway construction projects in the Atlanta area. You will manage major roadway widenings, interchange builds, and bridges using company crews, emphasizing safety and schedule discipline.

The ideal candidate has 8+ years in heavy civil construction, proven multi-project leadership, and strong client/DOT relationships.

Qualifications

  • Bachelor's Degree in Construction Management, Civil Engineering, or a related field.
  • Minimum of 8+ years of progressive experience in heavy civil/highway construction, including bridges, structures, earthwork, underground utilities, and paving.
  • Proven track record managing multiple large-scale projects or a full program simultaneously.
  • Prior experience with a general contractor performing self-perform heavy civil/highway work is strongly preferred.
  • Strong knowledge of DOT prequalification processes, design-build delivery, and public infrastructure procurement.
  • Excellent leadership, negotiation, and communication skills, with the ability to manage up, down, and across multiple stakeholder groups.

Responsibilities

  • Oversee a portfolio of heavy civil/highway projects ranging from $5 million to $150+ million, ensuring each is delivered on time, on budget, and to spec.
  • Manage relationships with DOT officials, engineers, owners, and other key stakeholders across multiple active projects.
  • Provide leadership and mentorship to project managers, superintendents, and field teams, driving consistency in execution and safety standards.
  • Monitor project financials, WIP schedules, and forecasting across the program, flagging risk early and course-correcting proactively.
  • Coordinate constructability reviews, traffic maintenance planning, and phasing strategy across roadway, bridge/structures, and underground utility scopes.
  • Partner with estimating and business development to pursue and win strategic new work.
  • Champion a culture-first, safety-first approach across every project in the program.

Job description

We are seeking an experienced Program Manager to oversee a portfolio of heavy civil and highway construction projects for a well-established, self-performing contractor with 30+ years in the industry and $100M+ in annual revenue. This is a chance to take ownership of multiple concurrent projects from major roadway widenings and interchange builds to bridges for a company that has built its reputation on safety, schedule discipline, and doing the work with its own crews rather than subcontracting it out. The ideal candidate will have a minimum of 8+ years of heavy civil construction experience, including proven success managing multiple large-scale projects simultaneously, strong client and DOT relationships, and the leadership ability to drive performance across project teams.
